Hinimok ni Senate President Franklin Drilon noong Martes ang economic managers ng estado na palakasin ang government spending.
Nagbabala si Drilon na maaaring palalain nito ang “chilling effect” ng desisyon ng Supreme Court sa Disbursement Acceleration Program (DAP).
Tinukoy ng lider ng Senado ang mga senyales ng napipintong underspending ng pamahalaan sa pagdinig ng Senado sa panukalang P2.606 trillion 2015 national budget.
“For the first quarter of 2014, the growth domestic product is only 5.7 percent, which is lower than the 7.7 percent growth rate we achieved in the same period in 2013,” ani Drilon.

“The underspending is also visible in the decline in the government consumption for the first quarter this year which only reached 2 percent way below the 10 percent level during the same period last year,” dagdag niya.
Binigyang diin ni Drilon na ang hamon ngayon ay kung paano palalakasin ang paggasta sa mga nalalabing buwan ng taon habang tumatalima sa desisyon ng Supreme Court sa DAP.
“The members of the bureaucracy now have apprehension against taking initiatives, because they might face charges stemming from the DAP decision,” ani Drilon.
“Whether you like it or not, the SC decision on the DAP had a chilling effect on the government expenditure program,” diin niya.
Sinabi ni Drilon na dapat na mahigpit na subaybayan ng Malacañang at ng Department of Budget and Management (DBM) ang line agencies upang matiyak na maipatutupad ang kanilang mga programa sa takdang panahon.
Ang Senado, aniya, ay patuloy na tutuparin ang oversight functions nito upang matiyak na naipaprayoridad ang proper and prompt government spending. (Hannah Torregoza)
