Kinasuhan ng graft sa Sandiganbayan si dating Armed Forces of the Philippines (AFP) Chief of Staff Diomedio Villanueva dahil sa umano’y maanomalyang P53 milyon refund sa isang New York-based firm noong nasa puwesto ito bilang postmaster general noong 2003.
Sa isinampang reklamo ng Office of the Ombudsman sa anti-graft court, si Villanueva ay kinasuhan ng paglabag sa Section 3(e) ng Republic Act 3019 (Anti-Graft and Corrupt Practices Act).
Kabilang sa kinasuhan sina dating Assistant Postmaster General Antonio Siapno at dating Accounting Department acting director Leonido Basilio.

“The case was in connection with the alleged anomalous refund of P53 million given by the PPC to Philpost USA, a New York-based corporation established for remailing services to American citizens using the Philippine Postage Indicia,” ayon sa reklamo.
Base pa sa reklamo, nakipagsabwatan si Villanueva nang i-refund ang $1 million (P53 milyon) sa naturang kumpanya bilang representation ng binayarang Terminal Dues para sa mail matters sa Royal Mail sa United Kingdom.
