Ibinalik na sa maximum security compound ang lahat ng high profile inmates ng New Bilibid Prison (NBP) sa Muntinlupa City.
Sinabi ni Department of Justice (DOJ) Secretary Vitaliano Aguirre II na ang proseso ng pagbabalik sa high-profile inmates sa maximum security compound at sa Building 14, na nasa pareho ring compound, ay sinimulan kahapon lamang nang personal niyang pamahalaan ang Oplan Galugad sa national penitentiary.
Pinagpaliwanag naman ni Aguirre ang mga opisyal ng Bureau of Corrections (BuCor) na sumuway sa kanyang Department Order (DO) No. 496 na may petsang Hulyo 24 na nag-uutos sa kanila “to immediately return to their original detention facility, all inmates who were previously transferred from Building 14 to Maximum Security or Medium Security and from Maximum Security to Medium Security.”

“When I ordered the immediate return of these inmates, noong four or five days ago, hindi sinunod. Nakalagay kasi immediate,” sinabi ni Aguirre sa mga mamamahayag kahapon.
Ayon kay Aguirre, nais niyang alamin sa mga opisyal ng BuCor kung bakit hindi nila sinunod ang kanyang utos. “Well titingnan ko kung may katwiran sila. Dapat due process eh. Bigyan mo sila ng sufficient time to explain,” aniya.

Nagpasya rin si Aguirre na direktang pamahalaan ang BuCor habang wala pang hepe dito matapos magbitiw si retired Police Chief Superintendent Benjamin Delos Santos noong Hulyo 13 bilang BuCor Director General.
“In the interest of the service, and in view of the indefinite leave of absence of BuCor Director General Benjamin C. De Los Santos, the undersigned, in his capacity as Secretary of Justice, vested by law with the powers granted under Republic Act No. 10575 or the ‘Bureau of Corrections Act of 2013’, shall directly supervise the management and operations of the BuCor, which are not within the ministerial powers of its Officer-in-Charge,” saad sa Department Order No. 505 na may petsang Hulyo 26.
WALANG BABAWI
Sa isinagawang Oplan Galugad ng Philippine National Police (PNP), iniulat kay Aguirre ni PNP-Special Action Force (SAF) head, Director Benjamin Lusad, na mayroong airconditioned “kubols” sa medium security compound.
Tiniyak ni Aguirre na ipagigiba niya ang mga kubol at magsasagawa ng imbestigasyon kaugnay dito.
Sa kabila ng mga ulat na mas nais ng high-profile inmates na manatili sa medium security compound dahil sa pangamba sa seguridad, tiniyak ng DOJ chief ang kanilang kaligtasan. “We are going to take care of that,” aniya.
Karamihan ng high-profile inmates ay pansamantalang isinailalim sa Witness Protection Program (WPP) matapos tumestigo na nagbigay sila ng milyun- milyong pera na kinita mula sa droga kay Senador Leila de Lima para pondohan ang election campaign nito noong 2016.
Kumpiyansa naman ang DOJ chief na hindi babawiin ng high-profile inmates ang kanilang mga testimonya laban sa nakadetineng si De Lima kahit na ibinalik na sila sa Building 14 at sa maximum security compound.
“Nung sila ay mag-testify voluntary ‘yan, di sila tinakot, hindi sila binayaran, hindi sila pinangakuan ng kung ano man,” aniya.
“Kaya’t parang hindi ako naniniwala na magkakaroon ng parang blackmailing yan.”
