Pinuri ng Commission on Human Rights (CHR) ang pagpapasa ng lokal na pamahalaan ng Muntinlupa City ng “Respeto sa Kapwa Muntinlupeño” ordinance na naglalayon umanong kastiguhin at parusahan ang mga indibidwal na magkakasala ng harassment at diskriminasyon, lalo na sa kababaihan at miyembro ng LGBTQ+ community.

Sa isang pahayag nitong Biyernes, Hunyo 30, binanggit ng CHR na nakatakdang parusahan ng City Ordinance No 2023-077, na mas kilala bilang “Respeto sa Kapwa Muntinlupeño," ang mga gagawa ng tahasang "homophobic, misogynistic, at sexist comments" laban sa mga mamamayan ng lungsod ng Muntinlupa.

Ang mga mapapatunayan umanong nagkasala sa mga nabanggit ay gagawa ng reparasyon alinsunod sa Republic Act No. 11313, o mas kilala bilang Safe Spaces Act.

“Blatant harassment and inherently discriminatory acts continue to prevail in the Philippines, whether they may take place in the online or real-life setting. There have been numerous cases nationwide of harassment motivated by and related to gender identity, ranging from microaggressions and disadvantages in the workplace to violence and death,” anang CHR.

“Thus, it must be continuously emphasized that localized efforts to pass ordinances that protect one’s citizens from discrimination are important in ensuring equality within one’s respective jurisdiction. Efforts at the municipality level also help ensure direct impact in the lives of the vulnerable sectors who frequently experience discrimination and harmful treatment,” dagdag nito.

Sinabi naman ng Komisyon na inaasahan nila ang makabuluhang pagpapatupad ng nasabing ordinansa upang matiyak na tunay umano nitong mahahadlangan ang gender-based sexual harassment.

Hinikayat din ng CHR ang iba pang lokal na pamahalaan na tularan at kumuha ng inspirasyon mula sa inisyatiba ng lungsod ng Muntinlupa na protektahan umano ang mga karapatan ng kanilang mga mamamayan.

“We also hope that the increasing support and initiatives at the local level will help pave the urgency to pass of the Sexual Orientation, Gender Identity, Gender Expression, or Sex Characteristics (SOGIESC) equality bill,” anang CHR.

“Through continuous promotion of human dignity and equality, we may be able to build communities rooted in security and non-violence for the common good of the people,” saad pa nito.
