Hindi kumporme ang Commission on Election (Comelec) sa nabanggit ni House Speaker Pantaleon Alvarez tungkol sa no-election (no-el) scenario sa 2019.
Ito umano ang nakikinita ni Alvarez sakaling ituloy ang administrasyon ang plano nito na gawing federal ang uri ng ating gobyerno, dahil prioridad, aniya, ng Kongreso ngayong 2018 ang Charter Change (Cha-Cha) upang isulong ang federalism.
Sa nasabing scenario, ang 12 outgoing na senador ay palalawigin ang termino hanggang sa 2022.

Sa isang pahayag, sinabi ni Comelec Spokesperson James Jimenez na maaari namang maisulong ang panukala sa federalism nang hindi napipigilan ang karapatan ng mamamayan na bumoto.
“The Comelec remains confident that such a shift—should it happen—can be accomplished without depriving the sovereign Filipino people of their Constitutionally guaranteed right to select their own leaders through free and fair elections,” ani Jimenez, at sinabing umaasa ang Comelec na matutuloy ang midterm elections sa 2019.
“It would appear that the Speaker of the House was merely describing one of several possible outcomes that would arise from successful shift to a federal form of government,” sabi pa ni Jimenez.
Una nang sinabi ni Alvarez na kailangang mag-convene ang dalawang kapulungan upang matalakay ang Cha-Cha.
Kaugnay nito, pinalagan din ng ilang senador ang no-el scenario sa 2019, gayundin ang term extension para kay Pangulong Duterte, dahil hindi umano ito makatutulong sa Cha-Cha.
“Floating a no-el and term extension scenario, as recent history would suggest, won’t help their advocacy to shift to a federal form of government, inevitably via an amendment of the Constitution,” sabi ni Senator Panfilo Lacson. “The opposition need not invent the best antidote to Charter Change. No less than the two leaders of both houses of Congress have started campaigning against it, albeit subliminally.”
Ito ay makaraang igiit ni Senate President Koko Pimentel ang term extension ng Presidente para sa transition period patungo sa federalism.
Naniniwala naman sina Senators JV Ejercjito, Ralph Recto, at Bam Aquino na matutuloy ang eleksiyon sa 2019.
