Nagbabala si Senate President Pro Tempore Ralph Recto sa posibilidad na maabuso ng Executive Department ang pagpapalabas ng budget sakaling ipilit ng Kamara ang reenacted budget kung hindi magkasundo ang dalawang kapulungan ng Kongreso.

“Madaling magsabi na reenacted budget na lang, pero in operational terms, mahirap gawin iyon sa panahong ito,” ani Recto.

Sinabi ni House Speaker Pantaleon Alvarez na puwede nilang igiit ang paggamit ng reenacted budget.

Paliwanag ni Recto, sa reenacted budget madaling ipilit ng Palasyo ang nais nito.

“To cite one example, in the case of completed projects, who will decide where the funds will be applied? In this post-DAP era, is the DBM empowered to make such expenditures in the absence of clear legislative authority?” aniya.

Dagdag niya, kung may P2 milyon pondo sa isang kalsada at nagasta na noong 2017, ano pa ang gagamiting pondo ngayong 2018?

“Kung hindi naman pwedeng gastahin ang pera sa mga proyektong tapos na, it will result in the contraction of government expenditures, which will drag down economic growth and derail the government’s ‘build, build, build’ drive,” ani Recto.

MARAMING APEKTADO

Nanindigan ang mga lider ng Kamara na panatilihin ang bersiyon ng Mababang Kapulungan ng 2018 national budget, kabilang na ang P50.7 bilyon budget para sa pagbili ng right-of-way (ROW).

Nagbabala si Deputy Speaker at Batangas Rep. Raneo Abu na ang pagbawas ng budget para sa ROW acquisitions sa ilalim ng Department of Public Works and Highways (DPWH) ay maglalagay sa alanganin sa planong “build, build, build” ng administrasyong Duterte.

“We stand path on our version of the national budget next year because the budgetary cuts made will definitely endanger the Build, Build, Build Plan of President (Rodrigo) Duterte designed to usher in a golden age of infrastructure for the country,” aniya.

Sinabi naman ni Davao City Rep. Karlo Nograles, chairman ng House Committee on Appropriations, na ang desisyon ng Senado na bawasan ang budget para sa ROW acquisition “contradicts the progress that President Duterte’s Build, Build, Build Plan will bring to the country.”

Reklamo ni Abu, maaapektuhan ang ongoing projects sa kanyang lalawigan sa desisyon ni Sen. Panfilo “Ping” Lacson na bawasan ng P50.7B ang ROW acquisition budget.

Kabilang dito ang on-going clearing ng 10.8-kilometro, 4-lane Batangas City-San Pascual-Bauan access road na nagkakahalaga ng P1.104B, at ang Batangas City STAR Tollway exit patungong Pinamucan diversion road.

“These are important projects in my district and province for the benefit of many people, what will happen now?” ani Abu.
