IPINASA ng Kamara ang panukalang batas na naglalayong isama ang isang Pambansang Alagad ng Sining (National Artist) bilang kasapi o ng National Commission for Culture and the Arts (NCCA).

Sa HB 735 ni Sorsogon Rep. Evelina Escudero, nilalayong masiguro ang pagpapabuti ng mga patakaran, plano at programa ng NCCA, laluna ang Sub-Commission on the Arts nito, “with the intellect, creativity and skill of a national artist who has been distinguished and duly recognized in the field of Arts.”

Layunin ding kilalanin nang husto ang natatanging ambag at mahalagang papel ng isang National Artist sa pagpipreserba at pagsusulong ng kultura at sining ng Pilipino.

“As a member of the NCCA, a person conferred with the rank and title of National Artist will be able to provide the necessary mindset in promoting Philippine arts and culture,” ayon kay Escudero.

Ang iba pang mga awtor ng HB 735 ay sina Reps.
