Matapos sibaķin sa serbisyo si Southern Leyte Gov. Damian Mercado dahil sa maanomalyang pagbili ng segunda-manong mga sasakyan, isa namang alkalde sa Bohol ang tinanggal ng Office of the Ombudsman sa serbisyo dahil sa hindi pagbabayad sa electrical connectìons ng ilang residente sa bayan ng opisyal noong 2015.
Bukod sa dismissal from the service, pinagbawalan na ring magtrabaho sa pamahalaan si Pilar, Bohol Mayor Necitas Cubrado.
Kanselado na rin ang civil service eligibility, gayundin ang retirement benefits ng alkalde.

Sa record ng kasong grave misconduct, natuklasan na nagpalabas si Cubrado ng sertipìkasyon na nagsasaad na hindi na magbabayad ng electrical connections sa kanilang mga bahay ang mga residente noong Agosto 27, 2015.
“Being the Chief Executive of the Municipality, respondent evidently overstepped the scope of her authority and encroached upon the powers and prerogatives of the Sangguniang Bayan when she granted exemptions to some residents, without, however, securing the prior approval of the SB thereby deliberately disregarding the provisions of the [Local Government Code],” saad sa desisyon ng Ombudsman.
