WALA nang “pork barrel” funds sa national budget na masasamantala at maaabuso ng mga lehislatura ng bansa, ayon kay Pangulong Duterte.
Ang kontrobersiyal na lump-sum appropriation ay ipinagbabawal na ngayon, pagdedeklara niya.
Ganito rin, ipinag-utos ni Pangulong Duterte sa mga opisyal ng pulisya ang pakikipagsabwatan sa ilegal na droga sa pag-uutos ng mas pinalawak na imbestigasyon sa tatlong heneral bilang protector ng drug syndicate.
Wala nang illegal drug racket para sa mga heneral at pulis.
Hindi na natin hahayaang muling maibalik ang lump-sum “pork barrel” funds sa 2017 national budget ayon sa kautusan ni Pres. Duterte, paniniguro ni incoming House Speaker at Davao del Norte Rep. Pantaleon Alvarez.
Walang dahilan upang ibalik ang “pork barrel” funds sa Kongreso, ayon kay Alvarez.
Nag-isyu ang incoming Speaker ng statement sa kasagsagan ng mga kahilingan ng mga neophyte congressman sa House Committee on Appropriation na maisalba ang kanilang nakagisnang P70 milyon kada congressman—itinaas pa ito sa P80 milyon—para sa “soft and hard” projects.
“President Duterte won’t allow it. It has been declared illegal by the Supreme Court..So that is purely guni-guni,” pahayag ni Alvarez.
Nagpahayag ng kumpiyansa si Alvarez na pagtutuunan ni Budget Secretary Benjamin Diokno ang Supreme Court’ November 2013 ruling na nagdedeklara na ang “pork barrel” ay ilegal.
“That’s foolishness. It will not be allowed. Wala na yang PDAF-PDAF na yan, guni-guni na lang,” pagtatapos niya.
Sinabi ni Marikina Rep. Miro Quimbo, isang Liberal Party stalwart na nasa ikatlong termino, na hindi niya alam ang pagbabalik ng PDAF.
“As far as Congress is concerned, we’ve done away with the PDAF system in compliance with the SC ruling,” aniya.
Umaasa naman si Bayan Muna party-list Rep. Carlos Isagani Zarate kay Pangulong Duterte na tutuparin nito ang kanyang pangako na hindi niya hahayaang makapasok ang “pork” sa national budget, “knowing fully well that it was, is, and will still be a source of graft and corruption.”
“President Duterte’s avowed stand of zero tolerance on corruption will be put to nothing if ‘pork’ is allowed to grease the hands of legislators as a form of patronage,” dagdag ni Zarate.
“We have yet to see and study the budget for 2017 that the new administration will submit. If this budget is the one that was still prepared by the Abad DBM that is littered with pork allocations for the members of Congress, then these should be scrapped at once,” dagdag ni Zarate.
Sa isyu naman ng ilegal na droga, isiniwalat na ni Pangulong Duterte ang limang Philippine National Police (PNP) generals, dalawa sa mga ito ay retirado na, na hinihinalang “protectors of illegal drugs.”
