Isinusulong ni Senator Teofisto Guingona III ang isang batas na naglalayong proteksiyunan ang karapatan at dignidad ng internally displaced people (IDP) o mga biktma ng karahasan at kalamidad sa bansa.

“IDPs should not be considered merely as ‘collateral damage’ of armed conflict or other humanitarian emergencies, as each one of us has a stake in human security and development. It is also sobering to note that every person in the country is susceptible to becoming an IDP,” nakasaad sa Senate Bill No 2368 ( An Act Protecting The Rights of Internally Displaced Persons and Penalizing The Acts of Arbitrary Internal Displacement) ni Guingona.

Aniya, hindi lamang ang kawalan ng tirahan ang dapat na tingnan kundi maging ang kalusugan, dinaranas na trauma, pagkawala ng mga ari-arian, kawalan ng trabaho, at edukasyon ng mga IDP. - Leonel Abasola
