Selyado at nasa kustodiya na umano ng Office of the Ombudsman ang Central Processing Unit (CPU) ng computer ng pumanaw na si dating Department of Public Works and Highways (DPWH) Usec. Catalina Cabral.
Ayon sa naging video statement ni Assistant Ombudsman Mico Clavano nitong Lunes, Disyembre 29, sinabi niyang nasa pangangalaga na nila ngayon ang CPU ni Cabral.
“At present, the Central Processing Unit or the CPU is now secured, sealed, and under the custody of the Office of the Ombudsman,” saad niya.

Dagdag pa niya, “The office considers this a critical development as it allows the investigation to proceed on the basis of an original digital piece of evidence.”
Ani Clavano, naghahanda na umano sila ng forensic examination sa CPU ni Cabral kasama ang mga ahensya ng Commission on Audit (COA), DPWH, at Philippine National Police (PNP).
“Now as an update, the office is preparing to conduct a digital forensic examination of the CPU of the former Usec. [Cabral],” aniya.
“This will be done transparently and in the coordination with the Commission on Audit (COA), with the DPWH, the Office of the Ombudsman, and the PNP Anti Cybercrime Group. This is to ensure the integrity of the whole process,” pag-iisa-isa pa niya.
Pagpapatuloy ni Clavano, isang party lamang umano ang “Cabral Files” ng kanilang imbestigasyon para malaman kung naimplementa talaga ang mga proyekto noon ng DPWH o lumabas na mga ghost projects ang iba rito.
“The office clarifies that the ‘Cabral Files’ are only one part of the investigation. Alleged insertions that are supposedly in these files still need to be carefully examined to determine whether this project were actually implemented or if they turned out to be ghost projects,” paliwanag niya.
Giit ni Clavano, hindi raw agad maituturing na kriminal ang mga indibidwal na may budget insertions hangga’t hindi mapapatunayang sangkot sila sa fraud, maling paggamit ng pondo ng bayan, at may mga “non-existent” na mga proyekto.
“An insertion by itself is not automatically illegal. It will only become criminal if it is proven to involve fraud, misuse of public funds, or non-existent projects,” paglilinaw niya.
“So the Office of the Ombudsman respectfully asks everybody to allow the investigation to move forward guided by real facts, credible evidence, and due process,” pagtatapos pa ni Clavano.
