Ikinakasa ng Metropolitan Manila Development Authority (MMDA) ang pagtatayo ng disaster response training center na gagamitin sa disaster preparedness training ng mga rescuer at upang maiwasan ang inaasahang malaking pinsala ng ‘The Big One’ sa National Capital Region (NCR).

Sa Metro Manila Earthquake Impact Reduction Study (MMEIRS) na isinagawa ng Japan International Cooperation Agency (JICA) noong 2004, maaari umanong umabot sa mahigit 35,000 katao ang masasawi, 120,000 ang masusugatan, habang aabot sa ₱2.5-trilyon ang mawawala sa ekonomiya ng bansa kapag nangyari na ang ‘The Big One’ o ang inaasahang magnitude 7.2 na lindol na yayanig daw sa NCR.

"The agency saw the need to build a center that will focus on disaster response to empower rescuers and provide those affected by disasters with immediate assistance," ani MMDA Acting Chairman Atty. Don Artes, pagkatapos banggitin na nakita ng ahensya ang kakulangan ng bansa sa capacity-building at training ng rescuers matapos ang nangyaring lindol sa Abra noong Oktubre 2022.

Itatayo umano mahigit isang ektaryang MMDA Disaster Preparedness Training Center sa bakanteng pag-aari ng ahensya sa Carmona Sanitary Landfill sa Cavite City.

“The Disaster Preparedness Training Center will feature four training facilities: Rappelling tower, Confined Space Structure, Wrecked Building with Structure Rubble Pile, and Pancake Collapsed Structure which will provide training on real-life rescue scenarios,” anang MMDA.

Inaasahan daw na magbubukas ang training center bago matapos ang taon.

Magsisimula umano itong ipagamit muna sa 17 Metro Manila Disaster Risk Reduction and Management Offices (MDRRMOs), saka ito ipagagamit sa iba pang government agencies, barangay auxiliaries, fire volunteer groups in the Metropolis, at rescuers mula sa ibang probinsya.

"We will provide them with two-week trainor’s training using our existing equipment, such as life locators and vibrascopes, among others, so we can produce more rescuers that can extend immediate disaster response assistance to nearby areas should an earthquake occur," ani Artes.

“The agency will also procure additional modern rescue equipment and preposition those to four quadrants in Metro Manila, as stated in the Oplan Metro Yakal Plus, or the Metro Manila Earthquake Contingency Plan,” dagdag nito.

Kinakailangan naman umano ng medical clearance para sa mga rescuer na interesadong lumahok upang masigurong phisically fit sila para sa nasabing training.
