Sa kabila ng kakulangan ng matibay na ebidensiya, ibinulgar ni Pangulong Rodrigo Duterte ang pangalan ng siyam na incumbent at dating mambabatas na sinasabing sangkot sa mga maanomalyang proyekto sa publiko.

Sa isang pahayag sa telebisyon nitong Lunes ng gabi, tinukoy din ng Pangulo ang ilang district engineers ng Department of Public Works and Highways (DPWH) na sinasabing nasangkot sa mga iregularidad at hiniling na tanggalin sila mula sa kanilang puwesto.

Ang listahan ng mga pangalan ay ibinigay sa Pangulo ng Presidential Anti-Corruption Commission (PACC) na kamakailan ay nagpasimula ng isang pagsisiyasat sa hinihinalang katiwalian sa DPWH. Bago basahin ang mga pangalan sa publiko, nilinaw ng Pangulo na ang pagsasama sa listahan ng PACC ay hindi nangangahulugang “condemnation or indictment.” Binanggit din niya ang pagpapalagay ng kawalang-kasalanan hanggang sa napatunayan na nagkasala, idinagdag na ang publiko ay hindi dapat isipin ang listahan bilang “gospel truth.”

“The public should be aware that there is no hard evidence, that’s one; that it cannot be translated by just reading the names that they are already guilty because presumption of innocence would lie all throughout until conviction or acquittal...Kaya lang lumabas ‘yung mga pangalan nila eh kailangan ko sabihin sa mga tao...or else I’d look stupid,” sabi ni Duterte.

“I just want to assure everybody that ‘yung pagbasa sa pangalan ninyo is not a condemnation or an indictment that you are guilty of something. In the same manner that I would tell the people that do not take it as a gospel truth,” dugtong niya.

Ang mga taong pinangalanan ng Pangulo ay sina Occidental Mindoro Rep. Josephine Sato, dating Ifugao Rep. Teddy Baguilat Jr, Quezon City 5th District Rep. Alfred Vargas, Misamis Occidental 2nd District Rep. Henry Oaminal, Isabela 4th District Rep. Alyssa Tan, Northern Samar 1st District Rep. Paul Daza, Quezon 4th District Rep. Angelina Tan, ACT-CIS party-list Rep. Eric Yap, at Bataan 1st District Rep. Geraldine Roman. Sa pagbabasa ng listahan, nilinaw din ni Duterte na ayaw niyang makipag-away sa mga mambabatas ngunit binanggit niya ang kanyang laban sa katiwalian sa gobyerno.

Sinabi din ng Pangulo na maraming mga public works district engineers na diumano’y sangkot sa mga maanomalyang proyekto ang ni-relieve mula sa kanilang mga puwesto simula Martes. Inatasan niya silang mag-ulat kay Public Works Secretary Mark Villar sa parehong araw.

“Now, I would like to ask Secretary Villar to give me the list of all district engineers and the districts they are assigned all over the country. I will reorganize the assignments,” aniya.

‘Unfair accusations’

Umalma naman ang ilang kongresista na tinukoy ni Pangulong Duterte na umano’y sangkot sa kurapsiyon sa DPWH batay sa report na isinumite ng Presidential Anti-Crime Commission (PACC).

“I vehemently deny the baseless and grossly unfair accusation! The PACC [Presidential Anti-Corruption Commission] and or any government agency has not conducted any investigation regarding any project in my province,” giit ni Occidental Mindoro Rep. Josephine Ramires-Sato.

Galit na galit si Sato at naghamon: “I challenge them to investigate!”

Sinabi niya na sa loob ng 30 taong serbisyo publiko, wala siyang bahid ng kurapsiyon at pinanatili ang kanyang “solid track record”.

“I challenge (PACC) Commissioner (Greco) Belgica to prove his allegations against me by observing due process and the rule of law,” diin ni Sato.

“The report made by Commissioner Belgica which impinges on my credentials as a public servant is clearly calculated to sow intrigues and disruption in the local politics of Occidental Mindoro,” ani Sato.

Mahigpit ding pinabulaanan ni Northern Samar Rep. Paul Daza ang corruption allegations laban sa kanya, at sinabing ang mga ito ay pawang kasinungalingan at malayo sa katotohanan.

TFAC handang imbestigahahan

Handa ang Task Force Against Corruption (TFAC) na siyasatin ang siyam na dati at kasalukuyang mambabatas na pinangalanan ni Pangulong Rodrigo Duterte para sa kanilang umano’y kaugnayan sa mga maanomalyang public works projects, sinabi ni Department of Justice (DOJ) Secretary Menardo Guevarra nitong Martes.

Ibinigay ni Guevarra ang kasiguruhan matapos tukuyin ng Pangulo ang siyam sa isang pahayag sa publiko sa telebisyon nitong Lunes ng gabi batay sa ulat na isinumite ng Presidential Anti-Corruption Commission (PACC) sa Office of the President (OP).

“I’m not sure if the PACC report to the President is complete by itself and is ready for filing with the Office of the Ombudsman,” sinabi ng kalihim. “If not, the OP may refer the report to the DOJ Task Force Against Corruption for validation, further investigation, or case build-up,” aniya.

Kung kumpleto na ang PACC at may supporting evidence, sinabi ni Guevarra na “pwedeng derecho na yun sa OMB.”

“I’ll wait for OP’s referral, if ever,” aniya.
