“Whether it is urban or rural, upland or coastal, the rule we follow in land use is suitability, the optimal utilization that will yield the most income, the most jobs, the greatest economic value per square meter with the least social and environmental cost,” ani Recto.

Ito ang reaksiyon ni Recto sa deklarasyon ni Pangulong Rodrigo Duterte na gagawing lupang sakahan ang buong isla ng Boracay. Aniya, may mga lugar na laan sa turismo at mayroon namang mainam para sa pagsasaka, batay sa kanilang klasipikasyon.
