Mariing pinabulaanan ni dating House Speaker at Leyte 1st District Rep. Martin Romualdez ang umano’y pagiging “mastermind” niya sa korapsyon noong namumuno pa siya sa House of the Representatives.

Ayon sa inilabas na video statement ni Romualdez sa kaniyang Facebook page nitong Martes, Abril 21, 2026, sinabi niyang tila imposible raw na maging “mastermind” siya ng korapsyon sa bansa kung isa lamang daw sa mga sangay ng gobyerno ang Kamara.
“Let us address the most absorbed accusation of all that I am supposedly the mastermind of this corruption scheme,” pagsisimula niya.
Diin pa niya, “How can I be the mastermind? I was the former Speaker of the House of the Representatives but the House of the Representatives is only one part of the branch of the government, the legislature.”

Ani Romualdez, dumaraan daw sa maraming proseso ang pagsusulong ng national budget at hindi raw ito naiimplementa ng Kongreso o ng isang congressman lang.
"The national budget is not conceived, executed, implemented, bid it out, supervised, and completed by one congressman or even by Congress alone, and certainly, not by the Speaker of the House,” aniya.
Paglilinaw niya, nagsisimula raw sa mga ehekutibo ng pamahalaan ang pagsusulong ng kaban ng bayan at hindi sa Kamara.
“I want to make this simple and clear, the national budget does not just depend on one person, the budget does not begin in the House, it begins at the executives,” saad niya.
Pagpapatuloy ni Romualdez, ang mga ahensya at departamento ng gobyerno raw ang unang nagsasaayos ng budget ng bansa, hanggang sa pagsama-samahin ito ng mga ehekutibo ng gobyerno para maging National Expenditure Program o NEP, at saka isusumite sa Kongreso.
“The agencies and the departments prepare the proposals. The executives consolidate them into the National Expenditure Program and that program is then submitted to the Congress,” ‘ika niya.
“From there, the House deliberates but the House is not one person and it is certainly not the Speaker alone,” pagtatapos pa niya.
Bukod pa rito, idiniin din ni Romualdez na hindi raw niya hahayaang maging “scapegoat” siya sa umiinit na mga usaping pampulitika, kabilang ang kontrobersiya sa national budget at flood control projects.
Dagdag pa niya, kung bahagi umano ito ng isang political play upang mapaalis siya at dungisan ang kanyang pangalan at reputasyon, handa siyang lumaban.
Binigyang-diin din ng kongresista na hindi siya papayag na maging “fall guy” para sa katiwalian ng ibang tao.
Ayon kay Romualdez, hindi niya tatanggapin ang anumang pagtatangkang gamitin siya upang pagtakpan ang mga posibleng tunay na responsable sa mga kontrobersyang kinahaharap ngayon.
