Inihain ni Quezon City 5th district Rep. Patrick Michael Vargas ang House Bill No.1681 na naglalayong magtatag ng mga programa para mabigyan umano ng oportunidad sa trabaho ang mga dating bilanggo sa bansa.
Sa kaniyang explanatory note, ibinahagi ni Vargas ang mga pagsubok na kadalasang kinahaharap ng mga dating bilanggo matapos nilang makalaya sa kulungan.
"Offenders face a variety of challenges after they are released from prison--stigma from having been incarcerated, and discrimination, often in employment due to deprivation in terms of education. Most of these challenges hinder their ability to become law-abiding citizens," ani Vargas.
"When they fail to become law-abiding citizens because of these barriers, institutions need to take an active role for greater reforms, and for second chances," dagdag niya.

Sa ilalim ng panukalang batas, magtatatag ng Office of Employment Opportunities for Former Prisoners ang pamahalaan sa ilalim ng Department of Justice (DOJ).
Ang naturang opisina ay aatasan umanong bumalangkas at magpatupad ng mga probisyon at patakaran para sa at employment ng mga dating bilanggo.
Nakasaad din sa House Bill No.1681 ang pagbibigay ng incentives sa mga pribadong establisyimento na tatanggap ng mga dating bilanggo.
“To create a better community for everyone, the immediate passage of this bill is earnestly sought,” saad ni Vargas.
Kasalukuyang nakabinbin ang naturang panukala sa House Committee on Labor and Employment.
