Kinondena ng Commission on Human Rights (CHR) nitong Lunes, Mayo 15, ang patuloy umanong “red-tagging” laban sa mga guro at organisasyon sa bansa, lalo na umano kung galing ito sa mga opisyal ng gobyerno.
Sa pahayag ng CHR, binigyang-diin nito na paulit-ulit nilang sinasabi na isang malubhang paglabag sa karapatang pantao ang red-tagging, at maaari itong humantong sa mas malala pang anyo ng karahasan tulad ng “enforced disappearances” at “extrajudicial killings.”
“The Commission also underscores that we cannot further polarise sectors within our society by mere reason of dissent or varying opinion,” saad ng CHR.
Sinabi rin ng CHR na kinikilala nila ang ulat na inihain ng Alliance of Concerned Teachers (ACT) sa kanilang tanggapan. Binanggit umano rito ang isang insidente na naganap noong Mayo 2, 2023, ang araw na isinagawa ng mga opisyal ng Philippine National Police at ng National Intelligence Coordinating Agency ang orientation para sa mga mag-aaral ng Carlos L. Albert High School tungkol sa umano'y recruitment ng mga estudyante ng New People's Army.

“CHR, in particular, takes cognisance of the presence of armed police personnel within the school premises which is a violation of Department of Education (DepEd) Order no. 32, series of 2019 or the National Policy Framework on Learners and School as ‘Zones of Peace’,” saad nito.
Bilang bahagi ng mandato ng CHR, sa pamamagitan ng kanilang tanggapan sa National Capital Region, ay nagsasagawa na raw sila imbestigasyon sa naturang usapin.
Saad pa ng CHR, tinitingnan din nila ang iba pang diumano'y insidente ng red-tagging laban sa mga miyembro ng ACT sa Rehiyon V at Rehiyon VII.
“Noting the recent designation of Vice President and DepEd Secretary Sara Duterte to the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), CHR reminds fellow duty bearers that critics and human rights defenders who raise valid issues that affect their livelihoods and realities should be heard and empowered in their participation to public governance,” saad nito.
Pinaalalahanan nito ang gobyerno na ang red-tagging ay nakakasira lamang sa kredibilidad at propesyonalismo ng mga guro at tagapagturo, na siyang magkakaroon umano ng masamang epekto sa kalidad ng sistema ng edukasyon.
“We also bring attention to the response of the Vice President on ACT’s appeals to hire more public teachers annually. On this, we hark back to the former’s calls for unity and advocate for the recognition of the efforts of individuals and groups who are working towards social cohesion and reconciliation,” saad ng CHR.
Hinimok ng CHR ang mga ahensya ng gobyerno, tulad umano ng NTF-ELCAC, na tularan ang DepEd kung saan binanggit sa kanilang draft curriculum para sa Araling Panlipunan na ang “red-tagging, trolling and extrajudicial killings” bilang mga paglabag sa karapatang pantao.
“Across all government functions, it is crucial that public servants remain independent of political agendas and that Filipinos’ human rights are respected and protected at all times. It is only through the faithful promulgation of justice, fairness, and the rule of law can we realise a whole-of-society approach in addressing the country’s pressing human rights issues,” saad ng CHR.
