Inaprubahan na ng House of Representatives sa ikatlo at huling pagbasa nitong Lunes, Mayo 8, ang House Bill No. 7576 na naglalayong magkaroon ng maagang pagboto tuwing halalan para sa mga kwalipikadong senior citizen, persons with disabilities (PWDs), abogado, at human resources for health sa bansa.
Idineklara ni Deputy Speaker at Batangas 6th district Rep. Ralph Recto, na nanguna sa plenaryo, ang pagkakapasa ng panukala matapos umanong sumang-ayon ang 259 miyembro sa Kamara, habang walang tumutol at nag-abstain dito.
Sa ilalim ng panukalang batas, magkakaroon ng opsyong bumoto nang mas maaga kaysa sa itinakdang petsa para sa halalan ang mga senior citizen, persons with disabilities (PWDs), abogado, at human resources for health.
Ito ay upang bigyan umano ng konsiderasyon ang mga senior citizen at PWD para sa kanilang pampisikal at pangkalusugang kondisyon.

"Similarly, in consideration of the necessity of providing professional services and ensuring the health and safety of the populace during election day, lawyers and human resources for health, respectively, shall be allowed to vote early in national and local elections," saad pa ng panukala.
Nilinaw naman sa panukala ang depenisyon ng human resources for health.
“[Human resources for health are those] who are engaged in health and health-related work, and all persons employed in all hospitals, sanitaria, health infirmaries, health centers, rural health units, barangay health stations, clinics and other health-related establishments owned and operated by the Government or its political subdivisions with original charters and shall include medical, allied health professional, administrative and support personnel employed regardless of their employment status who physically report to the frontlines during the day of the election,” saad nito.
Magkakaroon naman umano ng nationwide registration para sa mga senior citizen, PWDs, abogado, at human resources for health upang maging kuwalipikado silang maka-avail ng early voting privilege.
Kapag naisabatas, ang mga hindi nakarehistro sa ilalim ay nararapat umanong bumoto kasama ang natitirang mga botante sa araw ng halalan.
