Ang kawalan ng isang Visiting Forces Agreement (VFA) sa pagitan ng United States at ng Pilipinas ay maaaring ilagay sa peligro ang higit sa 300 civil-military engagements at exercises na tinatamasa ng dalawang bansa sa taunang batayan, sinabi ng isang opisyal ng US State Department.

“Absent that (VFA) agreement, we do put at risk the different defenses, different services in the Philippines and the joint exercises… you do not want to see any of these exercises either reduced or disappear,” sinabi ni U.S. State Assistant Secretary R. Clark Cooper sa isang

Ipinaliwanag niya na mula sa isang kritikal na pananaw sa operasyon, mahalaga ang isang kasunduan tulad ng VFA upang matiyak na ang mga pagsasanat tulad ng Balikatan, port calls, at mga katulad nito ay maaaring maganap nang walang sagabal.

“Putting at risk, I don’t think anyone in the government of the Philippines would want to put at risk the numerous engagements,” sinabi ni Cooper

“With the Philippines, it’s specific to why the VFA is important. On an annual basis, the U.S. has about 300 engagements and exercises that we conduct bilaterally with the Philippines. This is why from a critical operation standpoint the necessity to have some sort of agreement to ensure these exercises can take place unimpeded. What’s the risk without the VFA? Without the VFA, It puts at risk things like these engagements, like these exercises,” aniya.

Naniniwala si Cooper na sa kabila ng lahat ng mga puna at pahayag tungkol sa pag-aalis ng VFA, maaaring pag-usapan ng Maynila at Washington ang isyu kapag sila ay naupo sa susunod na buwan sa isang “tentatively-planned bilateral strategic dialogue.”

“There’s an opportunity in March where both governments are looking at a bilateral strategic dialogue coming in the near future. From a broad perspective, while there had been certainly comments made, statements made there has not been a decision,” sinabi ng U.S. official.

Nitong Lunes, agad tinanggihan ni Pangulong Duterte si U.S. President Donald J. Trump at iba pang mga opisyal sa pagsisikap na sagipin ang VFA mula sa pagbasura.

Sa isang talumpati sa harap ng lokal na punong ehekutibo, pinanindigan ni Duterte na nais na niyang buwagin ang VFA at sinumbatan ang mga Amerikano sa pagiging “disrepectful “ sa pamamagitan ng panghihimasok sa mga gawain ng bansa.
