PINAGTIBAY kahapon ng Kamara ang House Bill 5615 na ang layunin ay magtatag ng isang National Sports Training Center (NSTC) sa Clark Green City, Pampanga, upang maging "home and training venue of the National Team, gayundin ng mga coach at referee nang iba't ibang sports association.

Gagawin din itong sentro para sa "sports science and research development of the country."

Ang itatayong NSTC ay magkakaroon ng mga pasilidad at amenities na halos katulad ng ibang sports center sa malalaking bansa sa Asya, Europe at US.

Makakaya nitong maging training venue sa 32 Olympic sports tulad ng Aquatics; Archery; Arnis; Athletics; Badminton; Baseball; Basketball; Billiard and Snookers; BMX and Cycling; Bowling; Boxing; Chess; Dance sport; Equestrian; Fencing; Football; Futsal; Handball; Gymnastics; Judo; Karatedo; Lawn Tennis; Muay Thai; Pencak Silat; Petanque; Rugby; Shooting; Softball; Soft Tennis; Squash; Table Tennis; Taekwondo; Triathlon;Volleyball;Weightlifting;Wrestling; at Wushu.

Kabilang sa mga pasilidad ang administration building, mga dormitoryo sa atleta, coaches at referees, sports science building, dining hall, recreation hall, sports library, conference rooms, worship/meditation room, at medical at dental services.

Ang punong tanggapan ng Philippine Sports Commission (PSC) at Philippine Sports Institute (PSI) kabilang ang Philippine Sports Hall of Fame ay ililipat sa NSTC.

Sinabi ni Rep. Ruwel Peter S. Gonzaga (2nd District, Compostela Valley), pangunahing may-akda, na luma na ang kasalukuyang training centers na ginagamit ng mga pambansang atleta at hindi na maganda ang kondisyon.
