Pinuna ni dating National Intelligence Coordinating Agency (NICA) Director-General Alex Paul Monteagudo ang umano’y maling paraan ng paghawak ng awtoridad sa pinagsuspetsahang improvised explosive device.
Matatandaang dalawang magkahiwalay na pampasabog ang kinumpirma ng mga awtoridad mula sa Senado habang ang isa naman ay napaulat na sumabog sa harapan ng tanggapan ng Department of Justice (DOJ) nitong madaling-araw ng Lunes, Hulyo 27.
Sa isang Facebook post ni Monteguado nito ring Lunes, sinabi niyang tila alam na umano ng mga awtoridad na peke ang IED na tatrabahuhin nila.
“Mukhang alam na nila na fake ang IED at scenario na lang talaga,” saad ni Monteguado. “The EOD personnel did not even wear the appropriate protection vest, and there should be sandbags placed around the suspected IED to contain the explosion should it explode!”
Dagdag pa niya, “‘False flag’ talaga yata ito. Madali lang imbestigahan ito kung totohanin!! May mga CCTV kaya siguradong may nahagip. Let’s see what happens after this!”

Bagama’t walang naiulat na nasaktan, kinondena ni Senate President Sherwin Gatchalian ang bantang ito sa seguridad ng Mataas na Kapulungan ng Kongreso.
Aniya, "We condemn in the strongest terms this apparent attempt to sow fear near the Senate on the very day our institutions gather for the State of the Nation Address.”
"No such act of intimidation will distract the Senate from its work for the Filipino people," dugtong pa ng Senate President.
Nagbigay na rin daw si Gatchalian ng direktiba sa Office of the Sergeant-at-Arms na patuloy na makipagtulungan sa Philippine National Police (PNP).
