Nilagdaan ni Pangulong Duterte ang executive order na bubuwag sa Moro Islamic Liberation Front (MILF) forces at sisira sa mga kagamitan nito at posibleng pagkakaloob ng amnesty o pardon sa mga sangkot sa bakbakan.

Sa Executive Order No. 79, nais ng pamahalaan na ipatupad ang "annex of normalization" sa ilalim ng 2014 Comprehensive Agreement on the Bangsamoro (CAB) sa MILF.

Binuo ang bagong Inter-Cabinet Cluster Mechanism on Normalization (ICCMN) upang matiyak ang "timely, appropriate, and efficient delivery" ng normalization program na nananawagan ding buwagin ang private armed groups, pagpapatupad ng socio-economic development efforts at transitional justice and reconciliation program, at iba pa.

"The National Government recognizes that normalization is a process whereby communities can achieve their desired quality of life within a peaceful and deliberative society," nakasaad sa utos.

"To this end, the Government adopts a Normalization Program that is multi-faceted and covers the aspects of security, socio-economic development, sustainable livelihood, political participation, confidence-building, and transitional justice and reconciliation," dagdag nito.

Sa ilalim ng normalization program, isasailalim ang MILF forces at ang mga armas sa beripikasyon, validation, at decommissioning process.

Isasagawa ang decommissioning program ng Independent Decommissioning Body (IDB), na binubuo ng tatlong dayuhang eksperto at apat sa local representatives na inayunan ng pamahalaan at MILF.

"The AFP and PNP, along with relevant government agencies, shall work with the normalization bodies in providing routes, convoy and area security during the conduct of the decommissioning of MILF forces and weapons," nakasaad sa order.

Bilang bahagi ng panukala, bumuo rin ang Pangulo ng technical working group "to study and recommend the amnesty or pardon and identify other available processes towards the resolution fo cases of persons charged with or convicted of crimes and offenses connected to the armed conflicts in Mindanao." Ang grupo ay pamamahalaan ng Department of Justice at Office of the Presidential Adviser on the Peace Process (OPAPP).

Sa ilalim ng EO 79, ang normalization program ay ipatutupad para sa  combatants at non-combatants ng MILF, pamilya ng decommissioned combatants at iba pang sektor na naninirahan sa Bangsamoro region.

Sakop ng programa ang anim na MILF camps – ang Camp Bilal sa Lanao del Note at Lanao del Sur, Camp Omar ibn al-Khattab sa Maguindanao, Camp Rajamuda sa North Cotabato at Maguindanao, Camp Busrah Somiorang sa Lanao del Sur, Camp Badre sa Maguindanao, at Camp Abubakar as Siddique sa Maguindanao, at iba pa.
