Hindi bibigyan ng Philippine Sports Commission (PSC) ng pondo ang mga national sports associations (NSA’s) na may internal na hidwaan gayundin ang mga hindi kumpleto ang dokumento at may unliquidated finances sa ahensiya.

Ito ang nakasaad sa Resolution No. 1162-2016 base sa itinakda ng Section 11(i) of R.A No.6847 o ang batas na nag-utos para sa pagbuo sa Philippine Sports Commission (PSC).

Ang polisiya ay bilang paraan para maprotektahan ang pondo ng bayan na ginagamit ng bawat NSA’s para sa kanilang paghahanda, pagsasanay at paglahok sa iba’t-ibang lokal at internasyonal na torneo.

Una sa requirements ay ang Submission of Certificate of No Derogatory Information from the Securities and Exchange Commission; ikalawa ang Submission of evidence of compliance with the Bureau of Internal Revenue (BIR) requirement on quarterly filing of Corporate Income Tax Return, Management Responsibilities, Annual Income Tax Return at Submission of evidence of compliance with the reportorial requirements of SEC, including Audited Financial Statement.

Akari Sports wala pang balak pasukin ang PBA

Kinakailangan din ng mga NSA’s na sundin ang “Compliance in good faith on the liquidation requirements for each assistance given to NSA under an Affidavit of Undertaking with the PSC at ang Annual update of General Information Sheet (GIS).”

Hindi na rin papayagan ng PSC ang madalas na pagtuturuan sa responsibilidad sa itinakda nito na, “All NSA signed by their Secretary General must be duly approved or noted by their incumbent president.”

Direkta rin na itinakda ang una nang inihayag na hindi pagsuporta sa mga nagkakagulong asosasyon sa “No Assistance or any support shall be granted by the Commission to NSA’s with intra-corporate conflict.”

Idinagdag din ng PSC ang pagsasama sa pangalan ng ahensiya sa lahat ng publisidad na gagawin ng mga NSA’s na makakakuha ng tulong pinansiyal sa mga gagawin nitong aktibidad.

“An NSA which has received financial assistance or any support from the Commission for the conduct of any sports event/game or any sports activity, must acknowledge the PSC in all its promotional materials and in all its press releases in print, broadcast and social media networks,” ayon sa dokumento na inilabas noong Nobyembre 18, 2016.
