Target ng pamahalaan na maselyuhan ang kapayapaan sa mga rebeldeng Communist Party of the Philippines, New Peoples’ Army, National Democratic Front (CPP-NPA-NDF) sa loob ng 12 buwan.
Sa panayam ng Manila Bulletin/Balita, inihayag ni Presidential Peace Adviser Jesus G. Dureza na umaasa ang magkabilang panig na matamo ang pangmatagalang kapayapaan bago pa man bumaba sa puwesto ang Pangulong Duterte.
“During our first resumption, we were discussing about the time line. Ang sabi niya (Pangulong Duterte) ‘I only have 6 six years, ‘pag patagalin n’yo yan negosasyon you will have only short period to implement it while am still around. Parang may feeling of consensus na we would like to finish this within 12-months. “
Pinakamalaking hamon sa peace effort ay ang “socio and economic reforms,” ani Dureza.
“We were looking at a six-month deadline for comprehensive agreement on social and economic reform and then after that (another six months for) political and constitutional reform, and then ang end game naman is cessation of forces. So we are looking at 12-month timeline.”
Tatalakayin sa second round ng peace talks sa Oktubre ang mechanism ng ceasefire.
“We must have mechanism to sustain peace. You need protocol…pag may bakbakan sino ang pwedeng pumasok. What kind of investigation will be conducted to find out who violated the ceasefire. Wala pa ‘yan ngayon, so ‘yan ang gagawin natin ngayon.”
Binanggit din ni Dureza na sa dulo ng peace negotiation ay tatalakayin sa Kongreso ang pagpapalaya sa “political prisoners” at ang amnestiya na ibibigay ng Pangulo. (CHEL QUITAYEN)
