Sang-ayon ang Department of Justice (DoJ) sa panukalang batas na mag-oobliga sa mga telecom company na maglagay ng “kill switch” software sa mga cell phone upang mapangalagaan ang seguridad ng mga ninakawan nito o nawalang unit.

Sa isang opinyong legal, sinuportahan ni Justice Secretary Leila de Lima ang House Bill No. 4511 at House Resolution No. 93 na mag-oobliga sa lahat ng network service provider na maglagay ng “kill switch” na magde-deactivate sa mga ninakaw o nawawalang cell phone at magbubura ng datos na laman nito.

Inilabas ni De Lima ang opinyon sa kahilingan ni Rizal 1st District Rep. Joel Roy Duavit, chairman ng House Committee on Information and Communications Technology.

“This Department interposes no objection to the proposed bill as this is within the purview of what is embodied in Article II on the Declaration of Principles and State Policies, of the 1987 Constitution, particularly Section 5 thereof, which promotes the maintenance of peace and order, the protection of life, liberty and property, and the promotion of the general welfare being essential for the enjoyment of all the people,” pahayag ni De Lima.

Bilang mekanismo sa kaligtasan ng may-ari ng cell phone, binigyang-diin ni De Lima na ang layunin ng may-akda ng panukala ay matiyak na protektado ang una na mabiktima ng mga kawatan gamit ang mga datos o impormasyon sa unit.

Ang tanging pangamba lang ng kalihim ay maaaring mapasok din ng mga hacker ang “kill switch” software.

Iniakda ni AMA Party-list Rep. Lorna Velasco ang HB 4511 (An Act Requiring All Cellphone Network Service Providers to Equip All Mobile Phones They Provide to Postpaid Users With A “Kill Switch” Software To Enhance Security And Privacy Of Their Customers) habang sina AKO Bicol Party-list Congressmen Christopher Co at Joel Batocabe ang may-akda ng House Resolution NO. 93 (A Resolution Urging the National Telecommunications Commission and Telecommunication Service Providers To Look Into The Feasibility of Enforcing A ‘Kill Switch’ For Mobile Phones And Other Devices In Order To Improve The Current Procedure of Disabling Stolen, Lost Or Missing Mobile Phones To Prevent Mobile Phone Theft And Other Devices).

Hindi rin kinontra ni De Lima ang HB 4303 ni Parañaque 1st District Rep. Eric Olivarez, na mag-oobliga sa mga telecom company na mag-alok ng insurance sa mga subscriber para sa kanilang cell phone.
