Ipinanawagan ng Council for the Welfare of Children (CWC), na attached agency ng Department of Social Welfare and Development (DSWD) sa mga awtoridad ang pagsasagawa ng maayos na assessment at interbensyon para sa mga suspek ng pamamaril sa San Jose National High School, sa Tacloban City, Leyte, nitong umaga ng Lunes, Hunyo 22.

Sa pahayag na inilabas ng CWC, binanggit nila na habang sinusuportahan nila ang masusing imbestigasyon sa trahedyang pamamaril sa Tacloban City, na nagdulot ng na nagdulot ng pagkasawi ng tatlong estudyante, kahilingan din nilang huwag itrato bilang kriminal ang mga suspek sa pangyayari. 

Bagkus, bilang mga menor de edad na nangangailangan ng maayos na interbensyon at proteksyon, alinsunod sa Republic Act (RA) No. 9344 o ang Juvenile Justice and Welfare Act, na binago bilang Republic Act No. 10630.

“The CWC welcomes and supports the directive of the Office of the President to conduct a thorough investigation into the Tacloban City school shooting incident… In line with Republic Act No. 9344 or the Juvenile Justice and Welfare Act, as amended by Republic Act No. 10630, they should not be treated as criminals, but as children requiring intervention and protection,” saad ng CWC. 

Habang nagpahayag din ng mariing pagkokondena sa karahasan ang CWC, ipinanawagan nila ang maayos na assessment at interbensyon sa mga isasagawang procedure sa Children in Conflict with the Law (CICL), alinsunod din sa RA 9344 o RA 10630.

“The CWC also calls for the observance of the proper assessment, interventions, and procedures for the CICLs under RA No. 9344, as amended,” panawagan ng CWC.

Bilang pangunahing ahensya ng pamahalaan sa karapatan ng kabataan, tiniyak ng CWC, na patitibayin nila ang kanilang mga polisiya at programa para sa karapatan ng mga ito sa buong bansa. 

“As the government's lead coordinating and monitoring body on children's concerns, the CWC remains steadfast in advancing policies and programs that uphold children's rights and strengthen child protection systems nationwide,” pagtitiyak ng CWC.

“We reaffirm our commitment to work closely with government agencies, civil society organizations, schools, families, and communities to prevent violence and promote the safety, welfare, and holistic development of every Filipino child,” dagdag pa nila.

Sa nasabi ring pahayag, kinilala rin ng CWC ang naganap na pananaksak sa isang pampribadong paaralan sa General Trias City, Cavite noong Hunyo 16, at isa pang insidente ng pananaksak sa Cavite National High School sa Cavite City noong Hunyo 20.
