Inalmahan ni Senador Juan Miguel Zubiri ang ipinakitang video sa Senate plenary session ni Senador Imee Marcos patungkol sa charter change o pag-amyenda sa 1987 Constitution.
Ang naturang video ay nagpapakita ng umano'y pagsulong ng charter change sa pamamagitan ng constitutional assembly.
"I just want to point out that the video that the lady senator was presented, was obviously opinionated, a propaganda tool, right? It should be strike off the record," saad ni Zubiri sa plenaryo.
"Kasi ako, hindi naman ako sang-ayon sa charter change. I was the first one in this institution who fought that kind of move with the PI (people's initiative) and all of us together for the first in the history of the Senate, 24 senators, tumayo d'yan at pinasa natin 'yong kontra people's initiative na fake. Talagang kinall out natin lahat ng grupong tumutulak no'n from the speaker and even Malacañang, kinalaban natin," paliwanag ng Senador. "Kaya wala kaming kinalaman d'yan! Bakit kami sinama sa propaganda na 'yan."
Sinabi rin ni Zubiri na kung galit si Marcos ay dapat umanong sa gobyerno ito magalit at sa kapatid nitong si Pangulong Bongbong Marcos.
Solon, nanawagang wag munang magbitiw sa pagkasenador si Sen. Ping!
"Kung galit po kayo, magsalita po siya d'yan [Imee], magalit siya sa gobyerno niya, magalit siya sa kapatid niya, murahin niya kapatid niya pero huwag naman niya idamay 'yong mga taong walang kinalaman d'yan," giit pa niya.
Binanggit din ng senador na hindi raw siya kinausap ni Senador Vicente "Tito" Sotto, na noo'y senate president, maging ang mga kapwa niya senador tungkol sa cha-cha dahil alam ng mga ito na tutol siya rito.
Wala rin umanong alam ang kaniyang mga kasamahang senador tungkol sa cha-cha.
"Inday badiday na ba tayo rito sa Senado?" kuwestiyon ni Zubiri.
Dagdag pa niya, "Kaya nga sinasabi we're circus. I apologize to those who are watching. They think we are circus because of this type of language we are pushing in this chamber. It's unparliamentary."
Kaugnay ng video presentation ni Marcos, iginiit ni Zubiri na dapat tanggalin ito sa record ng Senado.
"Therefore, you can see my passion on these. I move to strike that, the horrible propaganda video, off the records of this great institution."
Matatandaang noong 2024, naglabas ang Senado ng manifesto na nagpapahayag ng pagtutol sa People’s Initiative (PI) para sa Cha-Cha.
Nakalagda sa naturang manifesto ang lahat ng 24 na mga senador sa bansa, kabilang sina Zubiri at Marcos.
“We respect and recognize the people as our sovereign, with the right to call for Constitutional amendments. We must, however, guard against any sinister and underhanded attempt to change the Constitution by exploiting our democratic process under the guise of a people’s initiative,” pahayag ng Senado sa isang manifesto.

Nitong Enero 2026, sinabi ni Presidential Communications Undersecretary at Palace Press Officer Atty. Claire Castro na hindi pa prayoridad ni PBBM ang ang pagsusulong ng mga amyenda sa 1987 Constitution dahil kasalukuyan umano siyang nakatuon sa pagtugon sa mga usaping pang-ekonomiya.
