Ipinag-utos ng Commission of Audit (COA) sa Office of the Vice President (OVP) na ibalik ang aabot sa ₱375 milyong confidential funds nila noong 2023. 

Ayon sa lumabas na mga ulat nitong Lunes, Abril 20, 2026, mula sa naisapublikong dokumento ng COA na nakapetsa noong Marso 31, 2026, mababasa ang desisyon ng COA sa OVP na ibalik nila ang kanilang ₱375 milyong confidential funds mula noong Pebrero 6 hanggang Setyembre 30, 2023. 

“We have audited the submitted liquidation reports (LRs) and its supporting documents for the cash advances of confidential fund (CF) of the OVP for the period February 6 to September 30 of Calendar Year (CY) 2023 as detailed below,” pagsisimula nila. 

Anang COA, unang beses na nabigyan ng confidential funds na may halagang ₱125 milyon ang OVP noong Pebrero 6 hanggang Marso 29, 2023, ikalawang beses sa parehong halaga noong Abril 25 hanggang Hunyo 30, 2023, at muli pang nabigyan ng parehong milyones noong Hulyo 14 hanggang Setyembre 30, 2023.

“Based on the results of our evaluation, with due consideration to subsequent information given under oath during the hearings of the Committee on Good Government and Public Accountability of the House of Representatives, the amount of P375,000,000.00 is hereby disallowed in audit,” anila. 

Pagpapatuloy nila, labag daw sa kanilang Item 6.1.1 ng COA-DBM-DILG-GCG-DND Joint Circular No. 2015 ang naging pag-uutos ni Vice President Sara Duterte kay Special Disbursing Officer ng OVP na si Gina F. Acosta na maglabas o magbigay ng cash advances sa Head of the Vice-President Security and Protection Group (VPSPG) na si Col. Raymund Dante P. Lachica para gamitin ito sa mga confidential expenses. 

“The directive given by the Hon. Vice-President Sara Z. Duterte to Ms. Gina F. Acosta to release/give the cash advances for confidential expenses to Col. Raymund Dante P. Lachica, the Head of the Vice-President Security and Protection Group (VPSPG), is contrary to Item 6.1.1 of COA-DBM-DILG-GCG-DND Joint Circular No. 2015 - 1 (Joint Circular) dated January 8, 2015,” saad nila.

“6.1.1 Cash advances shall be used for specific legal purposes related to CF and/or IF. Under no circumstance shall it be used for liquidation of the previous cash advance or be transferred from one accountable to another,” pagtatapos pa nila. 

Samantala, mababasa naman sa huling pahina ng naturang dokumento ng COA na natanggap na nina VP Sara at SDO-OVP Gina Acosta noong Abril 8, 2026, at (VPSPG) Head Col. Raymund Dante P. Lachica noong Abril 13, 2026, ang naturang direkta nila. 

Habang sinusulat ito, wala pa namang inilalabas na tugon, reaksyon, o pahayag ang OVP o maging si VP Sara kaugnay rito.
