Napagkasunduan ng Metro Manila Development Authority (MMDA) at Land Transportation Franchising and Regulatory Board (LTFRB) na bumuo ng isang panuntunan hinggil sa pagkakasa ng carpooling at ng company-based shuttles bilang isang “immediate intervention” sa isyu ng transportasyon sa kasalukuyan.
Kaugnay ito sa patuloy na pagtaas ng presyo ng krudo sa pandaigdigang merkado, na siya namang nakakaapekto sa presyo ng mga bilihin at pagkaantala sa sistema ng transportasyon sa bansa.
Sa isang liham na ipinadala ni MMDA Chairman Atty. Don Artes kay Land Transportation Office (LTO) Chief Atty. Vigor Mendoza II noong Huwebes, Marso 26, binigyang-diin ng ahensya ang mungkahi nito para umano maibsan ang pinapasan ng mga komyuter na bumibiyahe araw-araw.
“The current situation has resulted in increased transportation costs and reduced mobility options for many workers across Metro Manila. As part of our immediate interventions, the MMDA is proposing the adoption of a carpooling or company-based shuttle service scheme to ease the burden on daily commuters, reduce fuel consumption, and optimize existing transport resources,” mababasa sa liham.
“In this regard, we respectfully request the support of the Land Transportation Franchising and Regulatory Board (LTFRB) in allowing the temporary use of privately-owned vehicles, even without an existing franchise, to operate as shuttle services, subject to the issuance of a Special Permit by your Office,” dagdag pa nito.

Ayon pa sa MMDA, layunin ng inisyatibong ito na magbigay ng solusyon para sa mga komyuter kasabay ang pagtaas ng presyo ng krudo, at mabawasan ang mga bumibiyaheng pribadong sasakyan sa kalye.
Nais din nitong igiit ang pagpapanatili ng patuloy na operasyon ng mga kumpanya, at matugunan ang traffic congestion issues sa Metro Manila.

Base pa sa kumpirmasyon ng ahensya, magpupulong sa darating na Lunes, Marso 30 ang MMDA, LTFRB, Department of Transportation (DOTr), LTO, at Highway Patrol Group (HPG) hinggil sa nasabing pagbabalangkas sa ideya ng carpooling.
