Inihain sa House of Representatives nina House Speaker Faustino Dy III at Ilocos Norte 1st District Rep. at House Majority Leader Sandro Marcos ang House Bill No. 6771, isang panukalng magsusulong ng anti-political dynasty sa Pilipinas.
Ayon sa dokumentong inihain nina Dy at Marcos sa HOR na nakapetsa noong Miyerkules, Disyembre 10, sinabi nilang nakabatay ito sa Article II, Section 26 ng 1987 Philippine Constitution.
“Article II, Section 26 of the 1987 Philippine Constitution provides that ‘[t]he State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law,’” mababasa sa naturang dokumento.
Dagdag pa nila, “However, despite this constitutional mandate, political dynasties have remained a pervasive feature of Philippine politics due to the absence of an enabling law that defines and prohibits them.”
Dahil dito, maaaring ma-disqualify ang mga asawa, kapatid, at kamag-anak ng mga politikong pasok sa fourth civil degree of affinity o consanguinity sa sabay-sabay na pagkahalal nila sa posisyon sa gobyerno.
“Under this proposed measure, spouses, siblings, and relatives within the fourth civil degree of affinity or consanguinity of a duly elected public officer are disqualified from simultaneously holding identified elective public positions,” saad nila.
Layunin umano ng naturang bill na isulong ang mga reporma para sa mabuting pamamahala at mapalawig ang tiwala ng publiko sa mga opisyal ng gobyerno.
“This bill is a faithful execution of the above constitutional provision-a strategic reform for good governance, and an assertion of the principle that public office is a public trust. It aims to uphold the integrity, competitiveness, and inclusivity of democratic institutions by ensuring that public office is earned through meritocracy and public confidence,” paliwanag nila.
“Moreover, the bill reinforces the country's alignment with international democratic standards, bolsters compliance with human rights and anti-corruption commitments, and advances equitable political participation across all sectors of society,” ‘ika pa nila.
Dahil dito, susundin umano ng Kongreso ang mandato ng konstitusyon na magbabawal sa political dynasty sa loob sa lower chamber.
“With this measure, Congress will finally fulfill its constitutional mandate to prohibit political dynasties and take a crucial step toward building a more inclusive and accountable political system for all Filipinos,” pagtatapos pa nila.
Matatandaang inutos ni Pangulong Ferdinand “Bongbong” Marcos Jr. sa Senado at Kongreso na iprayoridad ang pagpapasa ng apat na legislative orders, kabilang na ang Anti-dynasty bill at Party-list System Reform Act.
