ICI, iminungkahing sampahan ng kaso sina Villanueva, Co, Estrada, atbp., sa Ombudsman

Inirekomenda ng Independent Commission for Infrastructure (ICI) na sampahan ng kasong plunder, bribery, at corruption complaints ng Office of the Ombudsman (OMB) sina Sen. Joel Villanueva, Sen. Jinggoy Estrada, dating Ako Bicol Party-list Rep. Zaldy Co, at iba pa. 

Bukod dito, kasama rin sa mga pangalang nabanggit ng ICI sina Former Undersecretary Roberto Bernardo, Former Caloocan 2nd district Rep. Mitch Cajayon-Uy at Commission on Audit (COA) Commissioner Mario Lipana. 

Ayon sa ibinahaging interim report ni ICI Chairperson retired Supreme Court (SC) associate justice Andres Reyes Jr., nitong Miyerkules, Oktubre 29, sinabi niyang naging sangkot umano sina Villanueva, Estrada, Co, at iba pa sa mga nasabing kaso. 

“These persons has possibly committed direct or indirect bribery and corruption of public officials under Articles 210, 211, and 212 of the Revised Penal Code, corruption of officers under section 3B and 3E of Republic Act 3019, plunder as defined and penalized under section 2 of Republic Act 7080,” ani Reyes.

Pagpapatuloy ni Reyes, base umano ang kanilang isinasampang kaso sa mga testimonya at isiniwalat sa kanila ng mga witnesses. 

Aniya, kaugnay nito ang pagsasabi ng hindi niyang pinangalangang miyembro ng Senate o House of Representatives kay dating Department of Public Works and Highways (DPWH) District Engineer Henry Alcantara na may “allocated budget” umano para sa infrastructure projects. 

Mula raw dito, iuutos ni Alcantara kay dating assistant engineer ngt DPWH na si Brice Hernandez na gumawa umano ng listahan ng mga “project based” mula sa sinabing proyekto ng proponent. 

Matapos nito, ibibigay ni Hernandez ang listahan nagawa niya patungo umano kay Juan Carlo Rivera para dalahin sa regional office sa Bulacan o sa proponent mismo. 

“Once the projects were reflected in the NEP or GAA, Rivera would make a summary of the projects, while Engineer Alcantara would then choose the contractors, who would then implement the project. This would trigger the payment or obligations or SOP (Standard Operating Procedure) to the proponent,” pagbabahagi pa ni Reyes. 

“Advance payment of 10 percent of the budget allocation to the proponent once NEP is released, while the remaining 15 percent would be paid off to the proponent when the GAA is passed.”

“If the insertion were included in the GAA, the whole 25 percent SOP is given to the proponent. The 25 percent payoff is allegedly advanced by the contractors to ensure that the project will be awarded to them,” pagdedetalye pa ni Reyes. 

Ani Reyes, walang silang sisinuhin kaugnay sa paglaban kontra korasyon maging ang mga opisyal ng gobyerno. 

“No one will be spared in this fight against corruption. Politicians and government officials will be investigated and charged by credible evidence. Those found responsible will face the consequences and be held accountable under the rule of law,” saad niya. 

Binalaan din ni Reyes ang mga umano’y kriminal na hindi napananagot ng batas, patuloy raw silang mag-iimbestiga, maghahanap ng mga ebidensya, at sasampahan ng kaso ang lahat ng madadawit sa nasabing korapsyon. 

“To aspiring criminals that crime will not and does not pay. We will continue to investigate, follow the evidence, pursue charges to the very last man involved. Justice will not be delayed this time. This is our promise to our countrymen,” pagtatapos pa niya. 

Samantala, wala pa namang inilalabas na pahayag sina Villanueva, Estrada, Co, at iba pa kaugnay rito.
