Naglabas ng pahayag ang Commission on Human Rights (CHR) hinggil sa panukalang-batas na death penalty para sa umano’y mga korap na politiko.

Sa inilabas na official statement ng CHR nitong Biyernes, Enero 24, 2025, tahasang iginiit ng naturang komisyon na hindi raw epektibong solusyon ang parusang kamatayan.

“The Commission on Human Rights (CHR) expresses deep concern on the proposed bill pushing for the death penalty by firing squad for corrupt public officials. CHR recognizes that corruption is a grave offense that has far-reaching and systemic consequences, including perpetuation of inequality and weakening of institutions. However, the death penalty is not a guaranteed or effective solution to eradicate it,” anang CHR. 

Iginiit din nito na matagal na raw ibinasura ang parusang kamatayan sa bansa mula pa noong 2006.

“It is important to reiterate that the death penalty is prohibited under the 1987 Philippine Constitution, and its reimposition was officially abolished in 2006,” saad ng CHR. 

Matatandaang naging usap-usapan ang House Bill No. 11211 o Death Penalty for Corruption Act, na naglalayong panagutin ang lahat umano ng mga tiwaling public officials sa gobyerno sa pamamagitan ng firing squad.

Saad pa ng CHR, mas mainam pa rin umanong solusyon sa korapsyon ang batas upang mapanagot ang mga tiwala sa gobyerno.

“CHR affirms that corruption is most effectively addressed through institutional reforms, consistent law enforcement, and robust transparency and accountability mechanisms, rather than extreme punitive measures like the death penalty,” giit ng CHR.

Dagdag pa ng ahensya: “Such cruel punishment does not address the problem; instead, it obscures the need for systemic reforms and misdirects focus from preventative measures, such as strengthening accountability mechanisms and governance systems.”
