Iginiit ni ACT Teachers Party-list Rep. France Castro na dapat na umanong sampahan ng kaso si dating Pangulong Rodrigo Duterte matapos ang naging rebelasyon ni retired police colonel Royina Garma na iniutos umano nito ang pag-aalok ng reward para sa drug war killings ng kaniyang administrasyon sa bansa.
Sa isinagawang pagdinig ng House quad committee nitong Biyernes, Oktubre 11, sinabi ni Garma na kinontak siya ni Duterte noong Mayo 2016 upang lumikha umano ng national task force para sa giyera kontra ilegal na droga, na kapareho umano ng “Davao Model.”
Ayon kay Garma, ang “Davao Model” umano ay tumutukoy sa sistemang may kinalaman sa “payment” at “rewards” kung saan may tatlo raw itong antas.

"The harrowing revelations by Col. Garma underscore a systematic approach to incentivizing killings, a move that led to the deaths of thousands of Filipinos under the guise of the war on drugs. This 'reward system' is a blatant disregard for human rights and the rule of law," reaksyon ni Castro sa isang pahayag nitong Sabado, Oktubre 12.
"Such operations, which essentially turned human lives into mere statistics for rewards, highlight the urgent need for accountability.”
"We call on the authorities to pursue charges against Duterte and all those implicated in these state-sanctioned atrocities," dagdag niya.
Kaugnay nito, sinabi rin ni Castro na sinusuportahan ng Makabayan Bloc ang panawagang maghain na umano ang International Criminal Court (ICC) ng arrest warrants laban sa dating pangulo at mga kaalyado nito.
"Justice must be served for the victims and their families who continue to suffer in silence. We must ensure that such dark chapters in our history never repeat themselves. The culture of impunity must end, and it starts with holding those in power accountable for their actions," giit ni Castro.
Matatandaang kamakailan lamang ay ihayag ni human rights lawyer Atty. Chel Diokno na base sa 2017 year-end accomplishment report ng Office of the President (OP) sa ilalim ng administrasyong Duterte, 20,322 drug suspects umano ang napatay sa giyera kontra droga sa bansa mula Hulyo 2016 hanggang Nobyembre 2017.
