Iginiit ni dating Philippine National Police (PNP) chief at ngayo’y Senador Ronald “Bato” dela Rosa na wala siyang alam sa binanggit ni retired police colonel Royina Garma na “reward system” para sa Oplan Tokhang ng administrasyon ni dating Pangulong Rodrigo Duterte sa bansa.
Sa panayam ng ABS-CBN News kay Dela Rosa nitong Sabado, Oktubre 12, sinabi ni Dela Rosa na hindi raw siya nag-engage sa kahit anong “reward system” noong siya ang hepe ng PNP dahil wala umano silang pondo para rito.
"I have no idea about that reward system," ani Dela Rosa.
"During my time as the Chief, PNP, I did not engage in a reward system because I had no funds for that," saad pa niya.

Matatandaang sa isinagawang pagdinig ng House quad committee nitong Biyernes, Oktubre 11, sinabu ni Garma na kinontak siya ni Duterte noong Mayo 2016 upang lumikha umano ng national task force para sa giyera kontra ilegal na droga.
“During our meeting, he requested that I locate a PNP officer or operative who is a member of the Iglesia Ni Cristo, indicating that he needed someone capable of implementing the war on drugs on a national level, replicating the Davao model,” pahayag ni Garma.
Sinabi rin ng dating police colonel na ang “Davao Model” umano ay tumutukoy sa sistemang may kinalaman sa “payment” at “rewards” kung saan may tatlo raw itong antas.
“The Davao Model involves three levels of payment of rewards. First is the reward if the suspect is killed. Second is the funding of planned operations, and the third is the refund of operational expenses,” saad niya.
Sinabi rin ni Garma na nasa P20,000 hanggang P1 million umano ang reward para sa drug personalities na napatay sa Oplan Tokhang.
