Iginiit ni House Majority Leader at Zamboanga City 2nd district Rep. Mannix Dalipe na posibleng managot sa kasong graft si Vice President Sara Duterte kung hindi umano niya mabibigyang-katwiran ang ₱73.2-million intelligence expenses na hindi pinahintulutan ng Commission on Audit (COA), at maging ang supposed ₱12.3-billion “disallowances and suspensions” sa Department of Education (DepEd) noong 2023.
Sinabi ito ni Dalipe sa isang pahayag nitong Martes, Setyembre 10, kung kailan isinagawa ng Kamara ang budget hearing ng ₱2.037 bilyong 2025 proposed budget ng Office of the Vice President (OVP) na hindi dinaluhan ni Duterte.
“More than just allegations of mismanagement, she may be held liable for graft, for possible violation of the anti-graft laws, if she cannot adequately explain and justify the adverse findings, and if the COA does not accept her explanations and justifications,” ani Dalipe.
Matatandaang noong Agosto 27 nang ipagpaliban ng House of Representatives ang pag-apruba sa panukalang budget ng OVP para sa 2025 matapos umanong tumanggi ng bise presidente na sumagot sa ilang mga katanungan ng mga mambabatas, tulad ng usapin ng ₱125 million confidential funds noong 2022 na ginastos umano sa loob ng 11 araw.

Kaugnay nito, binanggit ni Dalipe na inatasan kamakailan ng Commission on Audit (COA) ang OVP na ibalik ang ₱73.287 million sa naturang ₱125 million confidential funds kaugnay ng Notice of Disallowance umano nito.
"This raises serious questions about the propriety of how these funds were used. The fact that ₱73 million was flagged means that the public deserves answers. If the Vice President's office cannot explain or rectify these discrepancies, this could lead to more than just administrative penalties. It could point to criminal liability for graft," giit ni Dalipe.
Dagdag pa ng mambabatas, inatasan din umano ng COA si Duterte, bilang kalihim ng DepEd, at maging iba pang opisyal ng ahensya, na ibalik sa gobyerno ang ₱12.3-billion na expenses na pawang kaduda-duda raw ang “legality” at “validity.”
Matatandaang naging epektibo ang pagbibitiw ni Duterte bilang kalihim ng DepEd noong Hulyo 19, 2024.
