Pinasalamatan ni Senate Majority Leader Francis “Tol” Tolentino ang Land Transportation Office (LTO) nitong Martes, Setyembre 3, matapos nitong ibalik sa Disyembre 31 ang palugit para sa paggamit ng temporary at provisional license plates ng mga motorsiklo at sasakyang de-motor.
Kasabay nito, nanawagan ang senador sa ahensya na gamitin ang extension period para sa paggawa nito ng mga opisyal na plaka upang mapakinabangan umano ng milyun-milyong riders at motorista.
“We thank the LTO for extending the deadline. The prohibition will resume by December 31, but we hope that by that time, the LTO will have already studied the consequences of its policy and the steps needed to resolve its own backlog,” ani Tolentino.
“They promised to make significant progress. We’ll see what happens on December 31, whether the deadline will be extended further, or if plates will finally be issued. You know, December 31 is also an imaginary target because it’s right before the New Year,” dagdag niya.

Habang iginiit ng LTO na isinara nito ang license supply shortage para sa mga sasakyang de-motor, sinabi ng senador na nananatiling mahalaga ang backlog sa sitwasyon ng mga motorista.
“For Cebu, the LTO came up with a ‘solution’ that required motorcycle owners to secure a certification to prove that they have not been issued an official license plate yet. They are made to line up and pay P40 for this document. If they get caught, the fine is P5,000,” ani Tolentino.
“Do not penalize motorcycle riders for a problem they did not create. They are unduly
being burdened instead of being allowed to ply the road and make a living,” giit pa niya.
Binanggit din ng senador ang pangangailangan para sa napapanahong pag-isyu ng mga plaka, kasama ang Official Receipt/Certificate of Registration (OR/CR) ng mga sasakyan.
“The issuance of plates should coincide with the release of the OR/CR. It takes longer to produce a motorcycle or car than it does to make a plate. Assembling a vehicle takes more time than producing a plate,” pagbibigay-diin ni Tolentino.
Sa huli, inulit ni Tolentino ang kaniyang apela sa LTO na iwasang maglabas ng katulad na mga regulasyon sa mga sakay bilang pagsasaalang-alang umano sa panukalang itinaguyod niya – Senate Bill No. 2555 – na naglalayong alisin ang ‘double plate’ requirement para sa mga motorsiklo sa ilalim ng ‘Doble Plaka’ Law (Republic Act 11235).
Ayon sa senador, ilang motorcycle riders at delivery riders group ang nagpahayag ng kanilang buong suporta para sa SBN 2555 at sa pagkakapasa nito.
Bumisita raw ang mga grupo sa Senado para pasalamatan si Tolentino at ang principal author nito na si Senador JV Ejercito, nang maipasa ang SBN 2555 noong Hulyo 29.
