Iginiit ni Manila 3rd district Rep. Joel Chua na hindi magandang biro ang naging pahayag ni Vice President Sara Duterte na itinatalaga niya ang kaniyang sarili bilang “designated survivor” matapos niyang ianunsyong hindi siya dadalo sa State of the Nation Address (SONA) ni Pangulong Ferdinand “Bongbong” Marcos Jr.
Nitong Huwebes, Hulyo 11, nang ianunsyo ni Duterte na hindi siya dadalo sa SONA ni Marcos sa Batasang Pambansa Complex sa Quezon City sa Hulyo 22, 2024.
"I will not attend the SONA. I am appointing myself as the designated survivor,” ani Duterte sa panayam ng mga mamamahayag.

Ayon naman kay Chua sa ulat ng Manila Bulletin, hindi raw dapat ginagawang biro ang tungkol sa seguridad ng pangulo.
"Given current political tensions, such a joke is not in good taste because the security of the President of the Philippines is not a joking or laughing matter,” aniya.
"Great care is taken to ensure the security of the President, especially during the SONA.”
Sinabi rin ng mambabatas na wala umanong kapangyarihan si Duterte na italaga ang kaniyang sarili bilang designated survivor.
"Strictly speaking, Vice President Sara Duterte does not have that appointing power for a designated survivor because it is the 1987 Constitution that designates the Vice [President] as the first next in line to succeed the President,” saad ni Chua.
"To be specific, the two paragraphs of Section 8 of Article VII of the Constitution provides for the succession to the President and to the Acting President. The second paragraph gives Congress the mandate to produce an enabling law for the Acting President situation," dagdag pa niya.
Samantala, nagbigay rin ng reaksyon si House Speaker Martin Romualdez sa naturang pahayag ni Duterte.

Sinabi naman ni House Secretary-General Reginald Velasco na maglalaan pa rin ang House of Representatives ng upuan para sa bise presidente sakaling magbago ang isip nito at mapagdesisyunan ding dumalo sa SONA.
