Naghain si Senador Robin Padilla ng resolusyon naglalayong imbestigahan ng Senado ang nangyaring operasyon ng pulisya sa compound ng Kingdom of Jesus Christ (KOJC) sa Davao City para isilbi ang arrest warrants ni Pastor Apollo Quiboloy at limang iba pa.

Sa isang resolusyong inihain ni Padilla nitong Martes, Hunyo 18, binanggit ni Padilla ang nangyari noong Hunyo 10, 2024 kung saan mahigit 100 operatiba ng PNP, kabilang na ang Special Action Force (SAF) at ang Criminal Investigation and Detection Group (CIDG), ang lumusob sa KOJC compounds kabilang na ang isa sa Buhangin, Davao City, at Prayer at Glory Mountains sa Barangay Tamayong.

Ayon kay Padilla, mayroon umanong mga miyembro ng KOJC ang makapagpapatunay na gumamit ng malakas na pwersa ang mga pulis.

“While the PNP claimed that what they conducted was a ‘lawful operation’ with strict compliance with legal security protocols and with due respect to all parties, KOJC members attested that the heavily armed police operatives entered the property using "unnecessary and unrestrained force,” ani Padilla sa resolusyon.

Ex-Pres. Duterte, kakasuhan mga pulis na nagsilbi ng warrant kay Quiboloy?

Binanggit din ng senador ang naging pahayag kamakailan ni dating Pangulong Rodrigo Duterte, administrator ng mga ari-arian ng KOJC, na ang naturang raid ng pulisya ay paglabag umano sa batas.

“Former President Duterte has therefore ordered the preparation of the affidavits of the aggrieved and traumatized members of the KOJC, as well as the inventory of properties damaged during the operation,” ani Padilla.

Samantala, binanggit din ng senador sa naturang resolusyon ang mga naunang insidente kung saan gumamit umano ng “excessive force” ang PNP sa pagsisilbi ng warrants.

“In June 2022, the Commission on Human Rights (CHR) described the service of a warrant of arrest against an elderly environmental activist in Pakil, Laguna, carried out by twenty-five (25) members of the PNP SAF as one conducted with excessive force that was unjustified and unnecessary that led to degradation and psychological harm,” ani Padilla.

“In Committee Report No. 46 of the Senate Committee on Public Order and Dangerous Drugs dated March 17, 2017, the Committee described the service of a search warrant by a team of eighteen (18) CIDG personnel that was augmented by six (6) members of the Regional Maritime Unit as a "use of overwhelming force,” dagdag niya.

Kaugnay nito, iginiit ni Padilla na may responsibilidad ang pulisya na protektahan ang karapatang pantao, kahit sa pagsisilbi ng warrants.

“In serving warrants, law enforcement should take into consideration the totality of the situation at hand, which should not in any way violate the dignity of persons,” giit ni Padilla.

“There is a need for the PNP to promote and protect human rights because these very acts are vital to the maintenance of public order, guarantee of public safety, and respect for the rule of law,” saad pa niya.

Ang naturang pagsisilbi ng warrants ng mga pulis noong Lunes ay kaugnay umano sa inisyu ng Pasig City court para sa mga kasong qualified human trafficking cases na isinampa laban kay Quiboloy at sa limang iba pa.

Bukod sa mga kaso ng qualified human trafficking, nahaharap din ang pastor sa mga kasong child at sexual abuse sa Davao City.

Samantala, matatandaan namang iginiit kamakailan ni PNP chief, Police General Rommel Francisco Marbil na hindi gumamit ng “excessive force” ang mga pulis na nagtungo sa compound ng KOJC.

Ayon kay Marbil, ang mga tagasunod umano ni Quiboloy ang naglagay ng barikada at binasa pa raw ang mga pulis upang pigilan ang mga itong makapasok sa mga ari-arian ng pastor.

Binigyang-diin din ng hepe ng PNP na hindi raw sila natatakot sa posibleng kasong ihahain ni dating Pangulong Duterte sa mga pulis kaugnay ng insidente.
