Nag-trending sa X ang "Chocolate Hills" nitong Martes, Marso 13, dahil sa panggagalaiti ng mga netizen sa isang resort na ipinatayo sa gitna nito, na nakasisira daw sa magandang view ng isa sa mga tourist spot sa Pilipinas, at idineklarang "UNESCO World Heritage Site" at kauna-unahang geological park o geopark sa bansa.

Makikitang sa top view ay kapansin-pansin nga ang resort na tila panira daw sa magandang view na puwedeng kunan ng larawan ng mga turista.

Napansin ng mga netizen ang tungkol dito nang mailabas sa vlog na "Ren The Adventurer" na nagtatampok sa magagandang pasyalan sa Pilipinas.

Dahil dito, kinalampag ng mga netizen ang Department of Environment and Natural Resources (DENR) kung may permit daw ba ang pagpapatayo ng Captain's Peak Garden and Resort sa Sagbayan, Bohol.

Narito ang ilan sa mga reaksiyon at komento ng netizens:

Samantala, noong Setyembre 2023 ay lumalabas na kinalampag na ni Bohol Provincial board member Jamie Aumentado Villamor ang DENR na ipahinto ang konstruksyon ng mga establishment sa paligid ng vicinity ng isa sa mga sikat na tourist attractions sa Pilipinas.

"The DENR-PAMB, in consultation with stakeholders, must address the ambiguity of the rules and guidelines in the development and management of our protected areas to ensure long-term protection and conservation," aniya sa isang panayam.

HUGAS-KAMAY?

Matapos ang pagba-viral ng Chocolate Hills at pagkalampag ng mga netizen ay agad na naglabas ng opisyal na pahayag ang DENR kaugnay nito.

Mababasa sa kanilang opisyal na pahayag na ang Chocolate Hills ay prinoklamang protected area at "National Geological Monument and a Protected Landscape" sa bisa ng Proclamation No. 1037 noong Hulyo 1, 1997, sa ilalim ng administrasyon ni dating Pangulong Fidel V. Ramos.

Bukod pa sa deklarasyon ng UNESCO bilang World Heritage Site sa Chocolate Hills, kasama sa mga panuntunan nito ang pag-iwas o pagbabawal ng pagtatayo ng anumang establishment lalo na sa loob ng Chocolate Hills Natural Monument upang mapanatili ang kalikasan at kagandahan nito.

Sa kabilang banda, ang lugar daw o land area kung saan nagtayo ng resort ay pagmamay-ari ng pribadong indibidwal.

"If a land was titled prior to an area's designation as a protected area, the rights and interests of the landowner will generally be recognized and respected," saad ng DENR.

Sa pagpapatuloy pa, ""However, the declaration of the area as a protected area may impose certain restriction or regulations on land use and development within the protected area, even for privately-owned lands. These restrictions and regulations are to be detailed in the Environmental Impact Statement prior to the issuance of an Environmental Compliance Certificate (ECC) for the project."

Dahil dito, nag-issue na raw sila ng Temporary Closure Order (TCO) habang sumasailalim pa ito sa imbestigasyon.

Naglabas na rin ng opisyal na pahayag ang lokal na pamahalaan ng Bohol, mula naman sa tanggapan ni Bohol Governor Erico Aris Aumentado.

"We already addressed the issue about the Captain’s Peak resort development at the Chocolate Hills area in Sagbayan, Bohol in September 2023. The Sangguniang Panlalawigan Committee on Environment has conducted an investigation and submitted its report and recommendation. As stewards of the province, we cannot let this go on. We have asked DENR and the PAMB to change its policy to the point that any development within the Chocolate Hills area which is not consistent to Bohol’s UNESCO designation as a Global Geopark should be disallowed. We will elevate this to the Secretary of the DENR for a clear guidance and direction,” anila.

PALIWANAG NG CAPTAIN'S PEAK RESORT

Naglabas na rin ng pahayag ang pamunuan ng Captain's Peak Resort sa Bohol matapos kuyugin ng kritisismo dahil sa pagtatayo ng commercial establishment sa Chocolate Hills.

Ngunit paliwanag ng manager na si Juliet Sablas, dumaan sa tamang proseso ang pagkuha nila ng permit at clearance para makapagpatayo ng resort sa isang pribadong pagmamay-ari.

Aware daw sila na protected area ang lugar subalit nilakad daw nila ang permit para dito. Aminado naman silang hindi sila nakakuha ng Environmental Compliance Certificate (ECC).

Depensa rin ng manager, kahit magpunta raw sa resort nila ang mga netizen, wala raw silang sinisira sa Chocolate Hills. Nakiusap din si Sablas sa mga netizen na maghinay-hinay sa mga paratang at negatibong komento laban sa kanila dahil wala raw silang sinisirang anuman sa Chocolate Hills, at dumaan daw sila sa legal na proseso sa pagkuha ng permit para sa pagpapatayo nito.

Naglabas din sila ng opisyal na pahayag kaugnay ng isyu. Kung babalikan naman ang isang panayam ng pahayagan kay Sablas noong 2023 kaugnay sa isyu, sinabi niyang 2005 pa raw na-acquire ng private owner ang land area, na dapat daw ay magiging agricultural use, subalit napagpasyahan ng may-ari na gawin na lamang tourist attraction (garden and resort) dahil hindi raw akma ang lupa rito para sa naunang balak. Nagsumite raw sila ng proposal sa Protected Areas Management Board (PAMB) para sa planong pagtatayo ng resort.

Sa nangyari, malinaw na nagkaroon ng gap sa pagitan ng mga panuntunan patungkol sa pagmamay-ari ng pribadong property at sa pagiging protected area ng Chocolate Hills, ayon na rin sa proklamasyon ni Pangulong Ramos.

Sa kasalukuyan, temporaryong tigil ang operasyon ng resort ayon na rin sa atas ng DENR.

Tanong ng mga netizen, kung hindi pa na-vlog ang nabanggit na resort, hindi pa malalaman ng mga tao at kinauukulan ang nangyari? Buti raw sana kung poste o pundasyon pa lamang ang naititirik, subalit sa kasong ito, buong-buong resort na raw ang naitayo.
