Naglabas ng paglilinaw ang Philippine Charity Sweepstakes Office (PCSO) nitong Miyerkules hinggil sa pahayag ni Senador Raffy Tulfo na may isang lone bettor ang nagwagi ng 20 beses sa lotto games sa loob lamang ng isang buwan.

Bilang panimula, sinabi ng PCSO na ang naturang 20 panalo sa lotto ay mula lamang sa kanilang digit games at hindi sa kanilang multimilyong pisong jackpot lottery games.

Ayon sa PCSO, ang listahan na tinutukoy ni Tulfo ay mula mismo sa kanilang tanggapan ngunit tila nagkamali umano ng interpretasyon dito.

"The list that Sen. Tulfo refers to originated from the PCSO and it should not be interpreted in a manner other than what it is meant to be," anang PCSO. "That said list included the name of a person who, on several occasions, claimed lower tier prizes in the digit games."

Dagdag pa ng PCSO, "To begin with, we would like to underscore that those are not Jackpot Lottery Games but only for our Digit Games."

Anito pa, sa nasabi ring listahan ay makikita na ang mga jackpot-bearing games nila gaya ng Lotto 6/42, Mega Lotto 6/45, Super Lotto 6/49, Grand Lotto 6/55, at Ultra 6/58, ay walang winner ang nagwagi ng higit sa isang beses.

"What Sen. Tulfo apparently failed to notice was that the same list would also show that for jackpot-bearing games like Lotto 6/42, Mega Lotto 6/45, Super Lotto 6/49, Grand Lotto 6/55, and Ultra 6/58, there was no winner who won more than once," anito.

Giit ng PCSO, ang tunay na isyu rito ay ang claimant at hindi ang bilang ng mga pagkakataong umano'y tumama siya sa lotto, gaya ng inakala umano ni Tulfo.

Paliwanag ng PCSO, ang 20 lotto wins na tinutukoy ni Tulfo ay napanalunan sa mga minor games, at ang isang taong kumubra nito ay hindi nangangahulugang siya ring nagwagi nito.

"For Digit Games such as 2D, 3D, 4D, and 6D, PCSO lotto outlet agents or representatives of the winners can collect the winnings on their behalf. Since they are just minor prizes, a winner can ask someone he trusts to claim the prize for him through the so-called ‘paki-claim,'" anang ahensya.

Dagdag pa ng PCSO, may ilang winners ang pumapatol sa "paki-claim" scheme dahil sa kawalan balidong IDs at layo ng PCSO office sa kanilang tahanan.

"[S]ome winners would not want to go to their branch office because of added expenses, so the lotto agents would act as Good Samaritans and do it for them," anito pa.
