Anito pa, "This is for the orderly conduct of the upcoming Barangay and Sangguniang Kabataan Elections on October 30, and the peaceful celebration of All Saint's Day and All Souls' Day on November 1 and 2, 2023."

"It is necessary to prohibit the sale of liquor and other alcoholic beverages in Manila City taking into consideration the somberness of these occasions and in light of the opening of all cemeteries to the general public, not just to Manileños," nakasaad sa naturang kautusan.
