Kinumpirma ni Ako Bicol Party-list Rep. Zaldy Co na aalisin na ang ₱650 milyong confidential funds ng Office of the Vice President (OVP) at Department of Education (DepEd), parehong pinamumunuan ni Vice President Sara Duterte, para sa 2024, upang ilipat umano sa mga ahensyang nakatutok sa isyu ng West Philippine Sea (WPS).

Sa isang pahayag noong Miyerkules, Setyembre 27, inihayag ni Co, chairman ng House Committee on Appropriations, na kasama ang OVP at DepEd sa mga ahensya at departamento na aalisan ng confidential at intelligence funds (CIFs) para madagdagan ang budget ng intelligence at security forces na naatasang tumugon sa tumataas na banta sa WPS.

“The country’s safety and security are of paramount importance. To protect our territorial integrity from external threats, Congress is giving top priority to agencies directly in charge protecting the country’s safety and securing its borders,” pahayag ni Co. 

Kabilang sa mga tatanggap ng naturang pondo ang intelligence at surveillance agencies tulad ng National Intelligence Coordinating Agency (NICA), National Security Council (NSC), Philippine Coast Guard (PCG), at Bureau of Fisheries and Aquatic Resources (BFAR).

“As discussed, we will realign the confidential funds of various civilian agencies. Now is the time to give our intelligence community the means to perform their duties, especially in these pressing times when we’re facing serious concerns in the West Philippine Sea,” saad ni Co. 

“The CIFs from other departments and agencies will be realigned to the NSA, NICA, PCG and BFAR to boost the country’s monitoring and operational capabilities in protecting our territorial waters and securing the rights and access of Filipino fishermen to their traditional fishing grounds,” dagdag pa niya. 

Sa ilalim ng panukalang ₱5.768-trillion General Appropriations Bill (GAB) o proposed national budget para sa 2024, ₱500 milyong halaga ng confidential funds ang nakalaan sana sa OVP habang ₱150 milyon ang para sa DepEd.

Walang intelligence fund ang parehong ahensya sa susunod na taon. 

Bukod naman sa OVP at DepEd, hindi pa pinangalanan ni Co ang iba pang civilian agencies na aalisan ng CIFs para sa security agencies.

Matatandaang muling naging usap-usapan kamakailan ang kontrobersiyal na ₱125-million confidential funds ng OVP noong 2022, matapos kumpirmahin ni Marikina 2nd District Rep. Stella Quimbo na nagastos ito sa loob ng 11 araw, mas maikling panahon kaysa sa naunang naiulat na 19 araw.

Samantala, ang naturang desisyon ng Kongreso sa pag-realign ng CIFs ay nabuo umano ilang araw matapos ang iligal na paglalagay ng floating barrier ng China sa WPS.
