Mas pinaigting pa ng Department of Public Works and Highways (DPWH) ang paghahanda ng bansa para sa "The Big One," na tumutukoy sa isang malakas na lindol na maaari umanong tumama sa Metro Manila at mga kalapit na lugar.
Sa isang pahayag nitong Sabado, Setyembre 16, ibinahagi ng DPWH na isinama nito ang Philippines Seismic Risk Reduction and Resilience Project (PSRRRP), na pinondohan ng World Bank, sa Emergency Preparedness and Response Program ng ahensya para sa pagsisikap umanong higit na maayos ang mga operasyon sa panahon ng lindol at iba pang kalamidad.
Inaprubahan ni DPWH Secretary Manuel Bonoan, sa pamamagitan ng Department Order No. 113 na inisyu noong Setyembre 6, 2023, ang policy guidelines upang isama ang emergency equipment components ng PSRRP sa Department Order No. 87, s. 2018 na pinamagatang “The ‘Big One’ Earthquake Preparedness Program,” kilala rin bilang Equipment Positioning and Mobilization Contingency Plan.
Ayon kay Bonoan, ang PSRRRP Component 2 ay nagpopondo sa capacity requirement ng emergency response equipment ng departamento para sa transport, mobility restoration (ERETMR), alinsunod sa Oplan Metro Yakal Plus (OMYP) o ang Metro Manila Earthquake Contingency Plan, at ang Metropolitan Manila Earthquake Impact Reduction Study (MMEIRS).
“With about 120 new equipment to be added to the existing ERETMR assets of the DPWH across the country, this will not only enhance the capacity to respond in case of a potentially catastrophic earthquake happening in Greater Metro Manila Area but also other natural hazards nationwide,” ani Bonoan.
Kasama rin sa mga bagong alituntunin ang 5-year DPWH funding para sa operasyon at maintenance ng ERETMR na nagkakahalaga ng P461.16 milyon, na itinakda bilang counterpart fund ng Government of the Philippines (GOP) sa PSRRRP.
Sasaklawin umano nito ang 5 taong operasyon at maintenance ng ERETMR materials, supplies, o parts, at labor cost.
Base rin sa updated policy nito, itinalaga ang DPWH Unified Project Management Office – Buildings and Special Projects Management Cluster (UPMO-BSPMC) bilang project implementing unit (PIU) ng PSRRRP, na humahawak sa procurement ng ERETMR, maging sa funding management at monitoring ng equipment assets.
“Technical specifications review, inspection, testing, acceptance, assignment, and delivery of ERETMR to the DPWH Regional Offices (ROs) and District Engineering Offices (DEOs), including the recruitment and training of operators will be under the supervision of the DPWH-BOE,” saad pa ng DPWH.
