Sang-ayon si Senador Risa Hontiveros sa sinabi ni Vice President at Education Secretary Sara Duterte tungkol sa confidential funds.
Sa isinagawang Senate Finance subcommittee hearing, nitong Lunes, Setyembre 4, sinabi ni Hontiveros na sang-ayon siya kay Duterte nang sabihin nito na kayang mabuhay ng Office of the Vice President (OVP) ng walang P500 milyong confidential funds.

“Masaya ako na mismong si Vice President Duterte na ang nagsabi na kaya nilang mabuhay ng walang malaking confidential funds sa 2024. There is no good reason why the Office of the Vice President (OVP) should have confidential fund allocations that are larger than the combined confidential budgets of our top security agencies,” saad ni Hontiveros.
Ipinakita ni Hontiveros sa nasabing hearing ang iminungkahing P500 milyong confidential funds ng OVP—na may mas kaunting auditing at reporting requirements kumpara sa regular public funds— ay “nangibabaw” umano sa pinagsamang P438.2 milyon na confidential at intelligence funds na inilaan para sa Department of National Defense (DND) at National Intelligence Coordinating Agency (NICA).
“There is something fundamentally wrong when the OVP alone has a confidential fund of half a billion pesos while the NICA itself, which is the government's primary intelligence arm, has confidential and intelligence funds of only P341.2 million. Alam naman natin kung kanino talaga dapat napupunta ang confidential at intelligence funds - sa DND, NICA at iba pang responsable para sa national security, law enforcement at border protection,” pahayag ng senadora.
Sa parehong pagdinig sinabi ni Duterte na kayang mabuhay ng OVP ng walang confidential funds gayunman kailangan ang mga ito upang matiyak ang kaligtasan sa pagpapatupad ng mga proyekto.
Iminumungkahi ng OVP ang P2.385 bilyong budget para sa 2024 at bukod dito humihingi rin ito ng P500 milyong confidential at intelligence funds.
Binigyang-diin ni Duterte sa mga senador na hindi iginigiit ng OVP ang anumang halaga, ngunit mas madali umanong maisakatuparan ang trabaho ng opisina kung magkakaroon ito ng confidential funds upang matiyak na ligtas ang pagpapatupad ng mga proyekto nito.
"We can only propose but we are not insisting. We can live without confidential funds but of course our work will be much easier if we have the flexibility of confidential funds in monitoring the safe, secure, and successful implementations of the programs and projects and activities of the OVP," ani Duterte.
Giit ni Hontiveros na ang mga inisyatiba ay hindi napapailalim sa eksklusibong listahan ng mga programa kung saan maaaring gamitin ang confidential funds. Gaya ng nakalagay umano sa COA-DBM Joint Circular No. 2015-01. Ang circular, aniya, ay nag-aatas na ang confidential funds ay gamitin lamang sa "kinakailangang pagbabalangkas at pagpapatupad ng mga programa, aktibidad at proyektong nauugnay sa national security at peace and order.”
"As important as free bus rides and tree buildings are, these are not projects involving national security for which confidential funds should be used. Hindi iyan pwedeng maging justification para sa napakalaking confidential funds. Pwede namang pondohan ang mga proyekto na yan gamit ang regular funds ng ahensya," ani Hontiveros.
"Kayang kaya ng OVP na pagsilbihan ang Bayan ng hindi gumagamit ng confidential funds na halos hindi naau-audit at narereport sa publiko. As I have said before, let's leave the security and intelligence work to the experts,” pagtatapos niya.
