Itinalaga si Senate Majority Leader Joel Villanueva bilang caretaker ng Senado simula Hunyo 3 hanggang 15.

Ito ay matapos lagdaan ni Senate President Juan Miguel “Migz” Zubiri ang Special Order No. 2023-020 (OSP) noong Hunyo 1, na nagtalaga kay Villanueva bilang Officer-In-Charge ng Senado bilang kapalit ng absence ng Senate President.

“Part of our role as majority leader is to step up when the leadership calls for it,” ani Villanueva.

“Business as usual po tayo dito sa Senado kahit nag-adjourn na po tayo sine die nitong Miyerkules,” saad pa niya.

Ang pagtatalaga kay Villanueva ay alinsunod umano sa Rule IV ng Rules of the Senate, kung saan nakasaad na: “in the case of the temporary absence of the Senate President or the Senate President Pro-Tempore, the Majority Leader or in his absence, any of the two Deputy Majority Leaders, or any member designated by the President shall discharge the powers and duties of the President.”

Ayon kay Villanueva, magpapatuloy pa rin ang Senado sa pagdaraos ng mga pagdinig kahit na sa panahon ng break. Ito ay alinsunod sa pinagtibay na Senate Resolution No. 21 na nagsasabing: “all regular standing committees oversight committees and special committees of the Senate to conduct hearings, meetings and consultations during every recess of the Senate to have continuity in the process of passing pending proposed legislations and to conduct investigations on issues of National Interests to aid in crafting relevant legislation.”

“Hindi po natatapos ang trabaho natin dito sa Senado. Our colleagues have expressed to continue conducting hearings during the break,” aniya.

Bago ang sine die adjournment ng First Regular Session ng 19th Congress, ipinasa ng Senado ang kontrobersyal na Maharlika Investment Fund (MIF) bill na naglalayong lumikha ng kauna-unahang sovereign wealth fund ng bansa, kasama ang iba pang landmark na batas tulad ng iminungkahing “Trabaho Para sa Bayan” Act, na naglalayong magtatag ng National Employment Master Plan.

Ipinasa din ng Senado ang One Town, One Product (OTOP) Philippines Act, ang panukalang batas na nagpapalawig sa panahon ng pag-avail ng estate tax amnesty, ang panukalang batas na nagbibigay-katwiran sa disability pension ng mga beterano, ang panukalang batas na nagpapatibay sa Shared Service Facilities (SSF) para sa MSMEs Act, “Kabalikat sa Pagtuturo” Act, at ang Regional Specialty Centers Act.
