Makukulong ng hanggang 28 taon si dating Maguindanao Governor Datu Sajid Ampatuan at isa pang dating provincial budget officer kaugnay ng pagkakasangkot sa "ghost" purchase ng emergency food supplies na aabot sa ₱16.3 milyon noong 2009.

Sa desisyon ng Sandiganbayan, kasama ni Ampatuan na makulong si dating provincial budget officer Datuali Abpi.

Hinatulan ang dalawa na makulong ng tig-10 taon sa kasong graft at hanggang 18 taon sa kasong malversation.

Inatasan din sila ng anti-graft court na ibalik ang nasabing halagang ibinayad sa gawa-gawang supplier na Henry Merchandising para sa biniling instant noodles, sardines, brown sugar, at dried fish, simula Pebrero hanggang Setyembre 2009.

“The accused conspired with each other to make it appear that Henry Merchandising was a qualified supplier of various food supplies. It delivered such goods to the province and the province disbursed public funds to pay for such goods. In truth, no such deliveries were made since Henry Merchandising did not exist as an entity,” ayon sa ruling ng hukuman nitong Mayo 5.

“As OlC (officer-in-charge) - governor of the province, it was accused Sajid's job and responsibility to make sure that public funds of the province were disbursed properly. This Court is convinced that he failed to do so, and with such omission, he acted with evident bad faith, manifest partiality and/or gross inexcusable negligence in the performance of his duties,” ayon pa sa hukuman.
