Nilagdaan ni Pangulong Ferdinand “Bongbong” Marcos Jr. nitong Huwebes, Abril 27, ang isang executive order (EO) na naglalayong lumikha ng Water Resources Management Office (WRMO) sa ilalim ng Department of Environment and Natural Resources (DENR) upang matiyak umano ang supply ng tubig sa bansa sa gitna ng banta ng El Niño.
Ayon sa Malacañang, nilagdaan ni Marcos ang EO 22 sa paglikha ng WRMO upang tiyakin ang agarang pagpapatupad ng Integrated Water Resources Management alinsunod sa United Nations Sustainable Development Goals, at upang bumalangkas ng kaukulang Water Resources Master Plan (IWMP).
“To avert water crisis, minimize and avoid conflicts, and consistent with the state’s sole ownership and control over the country’s water resources, it is imperative for the government to integrate and harmonize the policies, programs, and projects of all relevant agencies in the water resource sector in the fulfillment of their complementary governmental mandates,” saad sa EO.
Sa ilalim ng EO, lahat ng ahensyang may kinalaman sa tubig ay makakabit sa DENR, kabilang dito ang National Water Resources Board; Metropolitan Waterworks and Sewerage System (MWSS); Local Water Utilities Administration (LWUA), Laguna Lake Development Authority (LLDA), at ang network ng mga lokal na distrito ng tubig.

Magkakaroon naman umano ang mga nasabing ahensya ng “collaborative mechanism” sa ilalim ng WRMO para sa implementasyon ng water management programs.
“It shall be headed by an undersecretary to be appointed by the President upon the recommendation of the DENR Secretary,” nakasaad pa sa EO.
Nakalagay rin dito na isama sa IWMP ang iba't ibang plano ng mga ahensya, na kinabibilangan ng Philippine Development Plan, Philippine Water Supply and Sanitation Master Plan, at National Water Resources Board Security Master Plan.
“The WRMO shall generate and maintain credible and timely water and sanitation data to aid in evidence-based policy-making, regulations, planning, and implementation,” saad pa ng EO.
