Inihain ni House Senior Deputy Speaker at dating Pangulong Gloria Macapagal-Arroyo ang House Bill No.7893 na naglalayong palitan ang K to 12 education program ng tinawag niyang “K + 10 + 2”.

Ayon kay Arroyo, nabigo ang K to 12 curriculum na makamit ang layunin nitong makabuo ng mga mag-aaral na handa sa trabaho.

"The failure of the K to 12 program to provide its graduates with promised advantages exacerbates the additional burden on parents and students imposed by two additional years of basic education," ani Arroyo sa kaniyang explanatory note.

“In a country like the Philippines where the poverty incidence is 18%, there should be an option for the young to graduate from basic education soonest, after four years of high school, so that they can help their parents in their farms or micro-businesses,” dagdag niya.

Sa ilalim ng House Bill No. 7893, nakasaklaw pa rin sa basic education ang kindergarten, anim na taon sa elementarya, at apat na taon sa sekondarya. Ngunit hindi na umano kasama rito ang dalawang taong senior high school.

“In my bill, it will be K + 10 because it will [only] be up to Fourth Year High School and then they graduate,” saad ni Arroyo.

Gayunpaman, pagkatapos ng apat na taon sa high school, ang mga mag-aaral ay magkakaroon ng dalawang karagdagang taon sa post-secondary o pre-university education upang ihanda umano sila para sa mga professional degree studies tulad ng “accounting, engineering, law, at medicine”.

"If they want to go on to a professional education, that is when they can prepare themselves by having two years of post-secondary or pre-university education after high school to enhance their chances of succeeding in college or university and onward to professional licensure," saad ni Arroyo.
