Naghain ang Alliance of Concerned Teachers (ACT) ng reklamo sa International Labor Organization (ILO) laban umano sa “red-tagging statements” ng Department of Education (DepEd) sa grupo.
Sa pahayag ni ACT Secretary General Raymond Basilio na inilabas nitong Huwebes, Abril 20, sinabi nito na ang pinaigting na red-tagging statements ng DepEd at ni Vice President at DepEd Secretary Sara Duterte laban sa unyon ng mga guro ay nagpapahiwatig umanong hindi pinaninindigan ng gobyerno ng bansa ang mga rekomendasyon ng High-Level Tripartite Mission ng International Labor Organization (ILO-HLTM) nang imbestigahan ng kinatawan ang mga kaso ng paglabag sa kalayaan ng asosasyon noong Enero.
Binanggit umano ng ACT sa reklamong natanggap ang mga pahayag ng DepEd na pinirmahan ni Duterte hinggil sa pag-red-tag sa ACT noong Marso 4 hanggang 6, kung kailan inanunsyo ang transport strike ng mga grupo ng mga tsuper at operators ng jeep.
Bukod dito, sinama rin umano ng grupo ng mga guro ang pahayag ng DepEd noong Marso 27, 29, 30 at 31, kung saan ikinonekta nito ang Masbate armed conflict sa panawagan ng ACT na tumanggap ng 30,000 mga guro.

“It included the joint press conference of the DepEd and the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on April 4, 2023, solely dedicated to incriminate ACT and its leaders to armed revolution,” saad pa ng ACT.
Natanggap na umano ni ILO Regional Director for Asia and the Pacific Chihoko Asada Miyakawa ang nasabing complaints ng grupo.
“Red-tagging our legal and legitimate unions is a violation of the freedom of association and poses grave dangers to the life of our organization and leaders as records show that rampant red-tagging preceded all harassments, intimidation, illegal arrest and detention, and extra-judicial killings perpetrated against unionist in recent years,” ani Basilio.
Sinabi rin niya na naobserbahan umano ng ILO-HLTM na sa kabila ng paggiit ng gobyerno na mayroong red-tagging policy, ang paulit-ulit na pagtukoy ng mga ahensya ng gobyerno sa umano'y koneksyon ng mga manggagawa at unyon sa Communist Party of the Philippines ay malinaw na pagpapasinungaling dito.
“It was well-expressed in the ILO-HLTM report that the practice of red-tagging should stop and any suspicion of criminal acts should be brought before appropriate judicial bodies with assurances of due process and respect for the presumption of innocence,” ani Basilio.
“There is no other way to protect our right to free association but to push back and make accountable those who dare trample on it. We cannot give up our unions as it is our only recourse to assert our economic and political rights, especially in this time of grave economic crisis and state repression. We are set to bring our case to other responsible bodies in the coming days,” saad pa niya.
