Sa desisyon ng 7th Division ng Sandiganbayan, kabilang sa makukulong sina dating regional director Robert Lala, assistant regional director Marlina Alvizo, maintenance division chief Pureza Fernandez, at Bids and Awards Committee technical working group members Agustinito Hermoso, Luis Galang, Cresencio Bagolor, Ayaon Manggis, Marilyn Ojeda at Teresa Bernido.

Hinatulan ding makulong sina dating Lapu-Lapu City mayor Arturo Radaza, city engineer Julito Cuizon, assistant city engineer Rogelio Veloso at Isabelo Braza, ng Fabmik Construction and Equipment Supply Co. Incorporated.

Sa rekord ng kaso, nakuha ng Fabmik ang kontratang nagkakahalaga ng ₱83.95 milyon para sa proyektong pagsu-supply at pagkakabit ng street lighting facilities sa Lapu-Lapu City.

Noong 2012, tinanggal ang aabot sa 677 lampposts matapos ituring ng Cebu City government na "eyesore" at simbolo ng korapsyon.

Nakatanggap din reklamo ang Ombudsman na nagsasabing overpriced ang proyekto kaya naglabas ito ng cease and desist order na nag-uutos sa Department of Budget and Management at sa DPWH na huwag nang maglabas ng pondo.

Noong 2008, napatunayan din ng anti-graft agency na overpriced ang mga lampposts at iba pang lighting facilities matapos ikumpara sa commercial invoices ng Bureau of Customs ang halaga na nakapaloob sa Program of Works and Estimates ng proyekto.

“The prosecution was able to establish the presence of collusion between and among the accused in making it appear that the preparation for the procurement and the award of the PHP83,935,000 contract to Fabmik was regular, proper, and legal through a bogus negotiated procurement done with manifest partiality in favor of Braza and evident bad faith to the detriment of the public," sabi pa ng Sandiganbayan.
